Adecco is currently hiring a Senior Manager, Engineering Technical Operations for our client in Toronto, ON.

This is an exciting opportunity for an experienced railway engineering leader to oversee critical rail infrastructure programs, including rail grinding, Rail Flaw Detection (RFD), welding standards, and contractor management.

In this leadership position, you will play a key role in maintaining safe, reliable, and efficient rail operations while driving continuous improvement initiatives across Canada and the United States.

The successful candidate will bring strong railroad engineering expertise, a passion for safety, and proven leadership experience managing teams, contractors, budgets, and operational performance.

Responsibilities: Rail Engineering Operations Develop and manage rail grinding and Rail Flaw Detection (RFD)



programs using risk-based planning methodologies Oversee daily RFD and rail grinding operations performed by employees and contractors Develop and monitor KPIs to measure operational effectiveness and service quality Collaborate with Engineering and Transportation teams to ensure optimal equipment utilization and maintenance frequencies Identify opportunities to improve operational performance through innovation, technology, and industry best practices Participate in industry committees and standards development initiatives Safety & Regulatory Compliance Ensure compliance with railway safety standards, company policies, and regulatory requirements Conduct audits, inspections, and risk assessments to identify and mitigate hazards Develop and implement safety procedures and continuous improvement initiatives Monitor compliance with Transport Canada, FRA, and internal safety requirements Support contractor oversight and ensure adherence to established safety standards Participate in incident investigations and corrective action planning Leadership & People Management Lead, mentor, coach, and develop team members Establish performance objectives and monitor employee performance against KPIs Support recruitment, onboarding, succession planning, and employee development initiatives Manage labour relations activities, including participation in investigations and grievance resolution Facilitate team communication and regular staff meetings Financial & Contractor Management Manage operating and capital budgets for rail grinding and RFD programs Monitor expenditures and identify opportunities to improve cost efficiency Review invoices and ensure timely processing and budget compliance Oversee vendor contracts and maintain effective supplier relationships Ensure compliance with financial controls and corporate policies Qualifications and Skills:



Minimum 7 years of experience in railway engineering, infrastructure, maintenance, or related operations Minimum 4 years of experience leading teams in a supervisory or management capacity Experience managing engineering, maintenance, construction, or production activities Strong knowledge of workplace safety programs, compliance requirements, and operational best practices Experience managing contractors, budgets, and operational performance Valid driver''s license required Bachelor''s degree in engineering is considered an asset P.

Eng. designation is considered an asset Experience with rail flaw detection (RFD), rail grinding, welding, lubrication, or track maintenance is considered an asset Knowledge of Transportation and railroad safety regulatory requirements (Canada and the United States) Proficiency with Microsoft Office and experience working with operational or asset management systems (SAP or similar ERP systems) Strong leadership, communication, and stakeholder management skills Excellent analytical, problem-solving, and decision-making abilities Ability to travel regularly throughout Canada and the United States French-English bilingualism is considered an asset Must be legally eligible to work, and reside in Canada Land Acknowledgement Adecco acknowledges that our head office is located in Tkarn:to/Toronto, on the traditional territory of many Nations, including the Anishinaabeg, the Haudenosaunee, the Huron-Wendat, and the Mississaugas of the Credit First Nation.
