The Senior Intergovernmental Consultant exists to enable The City of Calgary to anticipate, interpret, and influence decisions made by other orders of government that have significant implications for municipal priorities, operations, and strategic outcomes.
The role provides senior-level strategic advice, advocacy leadership, and intergovernmental intelligence to support Executive Leadership Team, senior Administration, the Mayor, and Council on complex, sensitive, and high-impact issues involving legislation, public policy, funding, and external government relations. Primary duties include:
- Provide expert guidance and strategic advice to senior decision makers, at times with very little notice, including the Chief Administrative Officer, Chief Operating Officer, executive leadership team, Mayor and their office team, and elected officials on priority, time-sensitive issues with multi-billion-dollar implications to The City.
- Responsible for drafting and articulating the strategic direction for transformative City programs and priorities.
- Lead cross-departmental teams of SMEs / leaders to develop corporate-wide advocacy positions. This often requires working through interdepartmental misalignment / competing priorities to arrive at a consolidated position.
- Research, draft, present and defend reports in front of Committee, Council and ELT.
- Develop advocacy strategies for intergovernmental issues, including priorities, advocacy tools and measures, appropriate timing, and channels for engagement.
- Build partnerships / coalitions with other affected parties to amplify advocacy efforts.
- Connect with counterparts across Canada to better understand impacts to other jurisdictions (if applicable).
- Create strategic recommendations and key messages for the appropriate members of Council and Administration.
- Advise decision makers of which relationships could be leveraged to result in the best outcome for The City.
- Provide leadership, guidance, mentorship and day to day supervision to the junior position directly reporting to the senior consultant (e.g. Public Relations Liaison).
- Building, maintaining, and facilitating critical relationships with senior officials and politicians with the goal of emphasizing and furthering municipal priorities. This includes CAO- Deputy Minister, COO or ELT- Assistant Deputy Minister, Mayor or delegate - Minister.
- Track and analyze legislation, programs, and funding introduced by other governments.
- Collaborate with departments and business units to assess impacts of government activities on The City and determine advocacy needs.
- Monitor and interpret government and political activities for their impact on The City operations / interests, including:
- Bills,
legislation, and policies;
- Parliamentary and legislative sessions;
- Government programs;
- Political news and trends;
- Budget and funding announcements.
- Conduct technical reviews of new legislations and regulations.
- Monitor and decipher non-traditional news sources for policy direction of political parties and government.
Qualifications
- Degree in a related discipline, supplemented by additional formalized training/education in a related field, and at least 5 years of progressive related experience.
- Responsible for mentoring and developing staff, supporting the acquisition of political, strategic, and organizational competencies essential for effective intergovernmental work.
- A solid understanding of municipal and provincial government operations and structures is considered to be an asset.
- This position requires a commitment to political neutrality while carrying out job responsibilities and representing The City.
- Success in this position requires demonstrated political acumen, public policy knowledge and a proven ability to manage project teams, collaborate, communicate effectively and establish effective relationships with diverse partners and elected officials.
- Ability to define, adapt and revise intergovernmental advocacy strategies to meet the changing needs of The City.
- Strong critical thinking and the ability to deal with high levels of ambiguity in the work environment.
