Fred Victor is seeking an Application Maintenance Consultant to provide technical leadership, governance, and
operational stewardship for the Central Client Database (CCD), a critical organizational application supporting client
information management, service delivery oversight, quality improvement, reporting, and decision-making across the
organization. The consultant will serve as the primary technical steward for the CCD, ensuring the application remains
secure, reliable, maintainable, and aligned with evolving organizational priorities, legislative requirements, privacy
obligations, and operational needs. The role requires independent technical judgment to assess risks, recommend
solutions, prioritize system improvements, and guide decisions related to application stability, security, sustainability,
and future development.
Following transition from the original development vendor, the consultant will provide ongoing technical ownership
of the CCD application ecosystem, including the application codebase, technical architecture, deployment processes,
security posture, documentation, and operational procedures. The role will reduce organizational dependency on
external vendors by maintaining technical knowledge, ensuring continuity, and establishing sustainable support
practices.
The consultant will work across multiple teams and stakeholders, including program leadership, Data, Quality and
Research unit, Privacy officers, infrastructure service providers, cybersecurity resources, internal IT partners, and
external technology vendors. The role requires the ability to translate organizational needs into technical solutions,
assess competing priorities, communicate complex technical concepts to non-technical audiences, and provide
recommendations that balance business requirements, security, privacy, and operational considerations.
The CCD is a custom application built using a Django backend, React frontend, PostgreSQL database, and Docker -
based deployment model. The application is hosted in a cloud setting and currently operates as a standalone
application without external system integrations.
This is a specialized fractional role, estimated at approximately 20 hours per month, with additional time required
during transition activities, critical incidents, security events, system changes, or organizational initiatives affecting
the CCD. The role is focused on application stewardship, technical governance, operational reliability, and risk
mitigation. It does not include responsibility for full-time software development or ownership of unrelated
organizational technology systems.

What You Will Do:
Technical Leadership and Application Stewardship:
- Serve as the primary technical steward and point of accountability for the Central Client Database application.
- Provide independent technical expertise and recommendations regarding application stability, security,
maintainability, technical risks, and future sustainability.
- Maintain oversight of the CCD technical environment, including application architecture, source code, deployment
processes, database structure, configuration, and supporting documentation.
- Develop and maintain a technical roadmap for the CCD, identifying opportunities for improvement,
modernization, risk reduction, and operational sustainability.
- Assess proposed changes and enhancements to determine technical feasibility, risks, dependencies, and potential
impacts on organizational operations.
- Provide technical guidance to leadership and stakeholders regarding system capabilities, limitations,
risks, and
recommended approaches.
Application Maintenance, Reliability, and Operational Support
- Maintain and support the Central Client Database application to ensure ongoing availability, reliability, and
operational effectiveness.
- Investigate, troubleshoot, and resolve complex application defects, performance issues, and technical
incidents.
- Lead technical investigations into ambiguous or complex problems requiring analysis, evaluation of multiple
factors, and independent decision-making.
- Monitor application performance, availability, and reliability indicators and recommend corrective actions
when required.
- Support application recovery and restoration activities during system disruptions or operational incidents.
- Maintain application configuration settings, including mail server configuration, application services, and
environment-specific settings.
- Support deployment activities using established Docker-based deployment processes.
- Ensure application changes are implemented safely through appropriate testing, validation, documentation,
and change management practices.
Codebase, Development Practices, and Technical Sustainability
- Maintain and enhance the CCD codebase, including Django backend and React frontend components.
- Implement approved enhancements, configuration changes, and defect fixes while maintaining application
quality and stability.
- Maintain source control practices, repository structures, branching processes, and technical documentation
standards.
- Review application dependencies, libraries, and frameworks to ensure ongoing compatibility, security, and
supportability.
- Monitor technical debt and identify opportunities to improve maintainability, reliability, and long-term
sustainability.
- Document technical decisions, system changes, known issues, workarounds, and recommended
improvements.
- Ensure technical knowledge is retained within the organization through effective documentation and
knowledge transfer practices.
Security, Privacy, Compliance, and Risk Management
• Maintain awareness of security risks affecting the CCD technology stack and proactively recommend
mitigation strategies.
- Apply security updates, patches, and dependency upgrades as required.
- Monitor and address application vulnerabilities, security advisories, and technology risks.
- Support compliance with organizational privacy, security, governance, and information management
requirements.
- Monitor SSL/TLS certificates, application security configurations, and related operational controls.
- Identify emerging risks affecting application reliability, security, or sustainability and develop
recommendations to address them.
- Support privacy and security reviews by providing technical information regarding application architecture,
data handling, and controls.
Incident Management and Operational Risk Ownership
- Act as an escalation point for significant CCD application issues affecting organizational operations, reporting,
client information management, or staff access.
- Lead technical response activities during application incidents, including investigation, communication,
resolution planning, and recovery coordination.
- Assess technical issues in relation to operational impact and recommend appropriate response strategies.
- Provide timely technical guidance during situations where system availability, data integrity, privacy, or
reporting accuracy may be affected.
- Maintain and improve recovery procedures, operational documentation, and incident response practices.
Stakeholder Engagement and Technical Advisory
- Collaborate with program teams, Data, Quality and Research unit, leadership, internal IT partners,
infrastructure providers, and external vendors to address application needs and risks.
- Represent Fred Victor’s interests when working with external technology partners and service providers.
- Facilitate discussions where stakeholder needs, technical limitations, timelines, security requirements, and
operational priorities may conflict.
- Influence decision-making by communicating technical risks, trade-offs, and recommendations clearly to
technical and non-technical audiences.
- Provide guidance regarding the technical implications of legislative changes, reporting requirements, business
process changes, and organizational initiatives.
- Build effective working relationships with stakeholders to ensure technology decisions support client service
delivery and organizational priorities.
What You Bring to the Team:
- Postsecondary education in Computer Science, Information Technology, Software Engineering, or a related field,
or an equivalent combination of education and experience.
- Experience providing technical stewardship, application support, system administration, or technology consulting
for business-critical applications.
- Experience maintaining and supporting custom-developed applications in production environments.
- Experience independently troubleshooting complex application issues and recommending solutions.
- Experience working with source code repositories, deployment processes, technical documentation, and
application lifecycle management.
- Experience collaborating with business stakeholders, infrastructure teams, and external technology vendors.
- Experience assessing technology risks and making recommendations in situations involving ambiguity, competing
priorities, and operational impacts.
What Sets You Apart:

Work Environment
- The work is performed in a hybrid, remote-first environment with collaboration across internal program teams,
Data, Quality and Research unit, internal IT infrastructure partners, and external technical stakeholders.
- The role involves advanced technical analysis, troubleshooting, documentation, risk assessment, and system
improvement activities.
- Work is primarily asynchronous, with scheduled meetings required for technical planning, stakeholder
consultation, incident response, and transition activities.
Compensation and Benefits:
- For the Application Maintenance Consultant (Central Client Database), Fred Victor offers an hourly rate between
$38.06 to $47.58 per hour.
