Clinic Lead – Primary Care

The Tsartlip First Nation is pleased to invite applicants to apply to the permanent, full-time Clinic Lead – Primary Care position.

To provide day-to-day clinical, operational and practice leadership for Tsartlip First Nation’s primary care programs and services. Reporting to the Health Programs Manager (Manager), the Clinic Lead (CL) provides operational leadership, supervises clinic staff, oversees administrative and clinical workflows, supports quality improvement initiatives, and ensures the delivery of culturally safe, patient-centred primary care services. The CL works collaboratively with nurse practitioners, physicians, nurses, allied health providers, community health programs, and external partners to ensure efficient, coordinated, and high-quality care. The CL operates under the direct supervision of the Health Programs Manager.

The salary range for this position is at $62,000 - $74,000 per annum.

Education and Experience

- Bachelor’s degree in a regulated health profession, Public Administration, Social Work, Nursing, or a related discipline; or an equivalent combination of relevant education, training, and experience;
- 3–5 years of relevant experience, preferably within a primary care, community health, or related healthcare setting;
- Experience working with Electronic Medical Records (EMR) required;




- Demonstrated experience working with First Nations peoples and communities;
- Demonstrated knowledge and experience in providing culturally protected, trauma-informed care and services;
- Experience in financial management, budgeting, and human resource management is considered an asset;
- Class 5 driver’s licence, reliable vehicle and a clean driver’s abstract and appropriate insurance is required;
- Valid first aid and CPR “C” certificate required;
- Clean criminal record check with Vulnerable Sector required.

Duties and Responsibilities

- Comprehensive knowledge of primary care operations, clinic administration, and interdisciplinary team-based care.
- Knowledge of the British Columbia health care system, including the Ministry of Health, First Nations Health Authority (FNHA), Primary Care Networks (PCNs), and Island Health.
- Knowledge of Medical Services Plan (MSP) billing, physician and nurse practitioner compensation models, patient attachment, and Ministry of Health reporting requirements.
- Knowledge of health care legislation, privacy, confidentiality, and regulatory requirements applicable to primary care.
- Knowledge of quality improvement, patient safety, risk management, and evidence-informed practice.
- Knowledge of electronic medical record systems, preferably TELUS Collaborative Health Record (CHR), including workflow optimization and reporting.
- Knowledge of First Nations health governance, Indigenous health priorities, cultural safety,



and trauma-informed practice.
- Demonstrated leadership and supervisory skills with the ability to build, coach, and support high-performing interdisciplinary teams.
- organizational, planning, and time management skills with the ability to manage multiple priorities in a energetic healthcare environment.
- Excellent interpersonal, communication, facilitation, and relationship-building skills with the ability to collaborate effectively with staff, leadership, community members, and external partners.
- Demonstrated ability to lead operational planning, change management, and continuous quality improvement initiatives.
- Strong analytical and problem-solving skills with the ability to interpret data, identify trends, and make evidence-informed decisions.
- Demonstrated ability to develop, implement, and evaluate policies, procedures, and operational workflows.
- Ability to manage budgets, allocate resources effectively, and support financial accountability.
- Ability to exercise sound judgment, discretion, and maintain confidentiality when handling sensitive information.
- Ability to foster a respectful, culturally safe, inclusive, and collaborative work environment.
- Ability to establish and maintain effective partnerships with healthcare providers, government agencies, community organizations, and Indigenous partners.
- Proficiency with Microsoft Office applications and healthcare information systems, including electronic medical records and reporting tools.
- Demonstrated commitment to excellence in patient-centred care, continuous learning, innovation, and Nation-led approaches to primary care service delivery.
