Senior Business Analyst – RQ00363 Client: Province of New Brunswick Location: Fredericton, New Brunswick (Remote) We are hiring a Senior Business Analyst to support a large-scale Clinical Information System (CIS) transformation initiative for the Province of New Brunswick. The successful candidate will be responsible for leading business analysis activities, facilitating stakeholder engagement, analyzing complex healthcare workflows, supporting solution design, and ensuring effective delivery of business and technical requirements. This role requires strong experience in healthcare technology environments, clinical stakeholder engagement, business process analysis, requirements management, workflow documentation, and large-scale transformation initiatives within government or healthcare organizations.
The ideal candidate will have demonstrated experience working with Clinical Information Systems (CIS), healthcare applications, downstream system integrations, and multidisciplinary teams including clinical, operational, technical, and vendor stakeholders.

Key Responsibilities Business Requirements Analysis & Documentation
Review existing business requirements, technical documentation, and current-state processes.
Collaborate with technical teams and subject matter experts to gather insights for application and system requirements.
Facilitate workshops and discovery sessions to validate existing requirements and identify new business and technology requirements.
Perform gap analysis and recommend improvements aligned with business objectives.
Develop and maintain detailed business and technical documentation, including:
Business requirements documents
Process workflows
Integration diagrams
User guides
Training materials
Solution documentation
Clinical Information System (CIS) Transformation Support
Conduct detailed analysis of business and technical requirements supporting CIS project workstreams.
Support planning, execution, and progression of technical initiatives.
Analyze workflows, application dependencies, integrations, and downstream system impacts.
Collaborate with clinical teams to understand operational impacts and application requirements.
Engage with healthcare stakeholders including:
Physicians
Nursing teams
Allied health professionals
Pharmacy teams
Laboratory teams
Diagnostic imaging teams
Operational leaders
Support implementation activities including:
Readiness assessments
Cutover planning
Configuration workbooks
Application transition activities
Stakeholder Engagement & Communication
Work closely with business owners, operational leads, technical teams, and vendors to gather requirements and validate solutions.
Facilitate stakeholder workshops, interviews, and workflow assessment sessions.
Document stakeholder feedback, issues, risks, and dependencies.
Support preparation of governance materials, project updates, and executive presentations.
Communicate complex technical and business information effectively to both technical and non-technical audiences.
Project Governance & Risk Management Support
Maintain project documentation and ensure alignment with project standards.
Track risks, issues, assumptions, and dependencies within project management tools.
Recommend mitigation strategies and support issue resolution.
Assist Application Leads and project leadership with status reporting and governance activities.
Participate in project meetings, steering committees, and clinical governance sessions.
Required Skills &
Experience Skill / Experience Required Bachelor’s degree in Computer Science, Business Administration, Healthcare, or related discipline Required Equivalent combination of education and professional experience Acceptable Business analysis experience supporting large-scale healthcare and/or government transformation initiatives Required Requirements elicitation, management, validation, and documentation Required Stakeholder engagement and workshop facilitation experience Required Business process analysis, workflow development,
and gap analysis Required Use case development and solution design support Required Experience working directly with clinical stakeholders in healthcare environments Required Experience supporting Clinical Information Systems (CIS) implementations, upgrades, optimization, consolidation, or replacement initiatives Required Experience analyzing healthcare workflows, integrations, interfaces, and downstream system impacts Required Experience producing detailed business and technical analysis documentation Required Scored / Highly Desired Skills Skill / Experience Preferred Previous experience working within New Brunswick healthcare technology environments, including Department of Health, Vitalité Health Network, Horizon Health Network, or Service New Brunswick Highly Desired Experience supporting enterprise CIS platforms within acute care, ambulatory, and integrated healthcare environments Highly Desired Experience with healthcare applications supporting Laboratory, Pharmacy, Diagnostic Imaging, Cardiology, Registration, Scheduling, and Nursing workflows Highly Desired Ability to identify and document CIS platforms previously supported, including role, responsibilities, project scope, scale, and complexity Highly Desired Strong verbal and written communication skills in both English and French Preferred CBAP certification Preferred PMP certification or PMI professional certifications Preferred Certified ScrumMaster (CSM) or equivalent Agile certification Preferred Experience leading executive briefings, governance meetings, steering committees, and clinical stakeholder engagements Preferred Strong self-direction, collaboration skills, and ability to influence stakeholders across technical and business teams Preferred Candidate Profile The Successful Candidate Will Demonstrate Strong analytical and problem-solving capabilities.
