Experience working with Microsoft Azure, Azure DevOps, Git, OAuth 2.0, SAML, and AODA-compliant solutions is highly relevant.

Position Overview The Ministry is seeking a Senior Software Developer – Full Stack with strong MERN stack expertise to support the ongoing enhancement, maintenance, and technical evolution of the Ceres application. Introduced in February 2023, Ceres supports the collection, management, and accessibility of plant health data. The application provides stakeholders with timely access to current and historical information while supporting the efficient detection and management of pest threats.

Ceres is built using MongoDB, Express, React, and Node.js and is hosted within the Microsoft Azure OPS tenant. The selected resource will be responsible for designing and implementing application enhancements, bug fixes, technical improvements, and platform upgrades based on evolving business requirements. The role will also support solution design documentation, architecture and governance activities, technical documentation, and knowledge transfer to ensure operational continuity.

Key Responsibilities Full-Stack Application Development & Enhancement

Design, develop, test, implement, and maintain application enhancements and technical improvements.

Develop and maintain solutions using the MERN technology stack.

Implement bug fixes, platform improvements, and upgrades based on evolving business requirements.

Ensure application solutions are scalable, maintainable, secure, and aligned with technical requirements.

Develop solutions that comply with applicable accessibility requirements, including the Accessibility for Ontarians with Disabilities Act (AODA).





Troubleshoot technical issues and provide effective resolutions.

Support ongoing application maintenance and operational requirements.

Solution Design, Architecture & Technical Documentation

Update and maintain solution design artifacts, technical models, diagrams, and supporting documentation.

Develop and maintain technical documentation, including:

Build books

Deployment procedures

Release management documentation

Operational documentation

Support documentation

Update project and application architecture documentation as required.

Provide technical input and implementation expertise during architecture, security, privacy, and governance reviews.

Ensure technical documentation remains accurate, current, and aligned with implemented solutions.

Stakeholder Collaboration & Solution Alignment

Collaborate with business and technical stakeholders throughout the software development lifecycle.

Work effectively within an Agile software delivery environment.

Use source control and modern DevOps practices throughout the development lifecycle.

Develop and maintain CI/CD pipelines and associated deployment processes.

Work with tools such as Azure DevOps and Git.

Support cloud-native application development and deployment within Microsoft Azure environments.

Contribute to platform upgrades, deployment improvements, and technical modernization initiatives.

Security, Authentication & Compliance

Apply IT security best practices throughout application design and development.

Work with authentication and authorization protocols, including:

OAuth 2.0

SAML

Consider security, privacy, integration, and governance requirements when designing and implementing solutions.

Ensure application enhancements and technical implementations align with applicable organizational and government standards.

Knowledge Transfer & Operational Continuity

Provide knowledge transfer to support operational continuity and future development activities.

Prepare and maintain vendor offboarding and knowledge transfer documentation.

Transfer application, architecture, deployment, and support knowledge to relevant internal teams.

Support future maintenance and enhancement activities by ensuring technical knowledge and documentation are complete and accessible.
