Job Description Infrastructure Ontario (IO), an Ontario crown corporation, provides a wide range of services to support the Ontario government’s initiative to modernize and maximize the value of public infrastructure and realty. Job Purpose Infrastructure Ontario is seeking a strategic and execution-focused leader to support the oversight of large-scale outsourced service agreements across a diverse real estate portfolio. This role is accountable for ensuring that third-party service delivery is contractually compliant, operationally effective, and financially optimized, while advancing broader organizational and portfolio objectives. The Contract Manager will act as a key integrator across internal teams and external service providers, ensuring that contractual frameworks translate into measurable performance outcomes. This includes driving accountability, strengthening governance practices, and leveraging data and insights to inform decision-making. As a trusted partner to senior leadership, this role bridges strategy and execution, ensuring that complex service agreements deliver tangible value, strong performance, and long-term sustainability. Work Location Options This position offers flexibility to work from any of our 3 established office locations in Toronto, Ottawa, Guelph and Kingston. What You Will Do Contract Governance & Oversight Provide end-to-end oversight of complex service agreements, ensuring alignment with contractual obligations, service expectations, and organizational priorities. Lead structured governance forums with service providers and internal stakeholders to drive alignment, accountability, and effective decision-making. Interpret and apply contractual terms to ensure clarity between core contracted services, scope changes, and additional service requests. Develop and manage formal contract communications, including performance directives, issue escalation, and contract modifications. Service Provider Performance Management Oversee performance measurement frameworks, ensuring metrics are clear, outcome-focused, and enforceable. Monitor service provider performance,
identify root causes of issues, and implement corrective actions to drive sustained improvement. Foster a coordinated, business-wide approach across multiple service providers to ensure consistent and integrated service delivery. Oversee financial performance of service agreements, including operating costs, fee structures, and value-for-money outcomes. Ensure financial practices are aligned with contractual terms and are transparent, accurate, and audit-ready. Identify and implement opportunities to improve efficiency, reduce costs, and enhance overall portfolio value. Lead and support audit and review activities to ensure compliance with contractual and organizational standards. Establish and reinforce quality management practices to ensure consistency and reliability in service delivery. Proactively identify risks (operational, contractual, financial) and implement mitigation strategies. Strategic Integration & Continuous Improvement Act as a connector across business units and service providers to ensure alignment between contract requirements and operational delivery. Use data and analytics to identify trends, generate insights, and drive continuous improvement. Stakeholder Leadership & Change Management Build and maintain strong relationships with internal stakeholders and external partners. Influence and align diverse stakeholders on complex issues, balancing commercial, operational, and contractual considerations. Support and lead change initiatives to implement new processes, tools, and ways of working. What We Are Looking For A strategic and commercially minded professional with strong experience in contract management and outsourced service delivery. Demonstrated ability to manage complex vendor relationships and performance-based contracts. Strong understanding of how to translate contractual frameworks into operational and financial results. Proven experience in performance management, including the design and oversight of KPIs and service levels. Strong financial and business acumen, with the ability to manage budgets, cost drivers, and value optimization opportunities. Experience in audit, compliance, and risk management within a service delivery environment.
Exceptional stakeholder management and influencing skills, with the ability to engage effectively at all levels, including senior leadership. Strong analytical and problem-solving skills, with experience using data to inform decisions. Ability to operate effectively in a complex, multi-stakeholder environment with competing priorities. Excellent communication skills, with the ability to convey complex concepts in a clear and concise manner. Education & Experience Post-secondary education in Business, Commerce, Real Estate, or a related field (or equivalent experience). Relevant certifications (e.G., contract management, property/facility management, project management) are considered an asset. Minimum 5+ years of relevant experience in contract management, vendor management, real estate, infrastructure, or related fields. We offer a competitive salary range of $108,700 to $140,700 (P5 level), pay will align with skills, knowledge and experience of the candidate.
