Job DescriptionProgram Manager Capital AcquisitionsLegislative Services- RPAMStatus:Regular Full TimeSalary Range:$120,401 - $150,501 per annum plus comprehensive benefitsHiring Range:$120,401 - $135,451 per annum plus comprehensive benefitsWork Mode:Hybrid – two days per week on-site required; additional in‑person presence as needed; off‑site locationmust be within Ontario.Location:10 Peel Centre Drive, BramptonHours of Work:35 hours per weekThe Real Estate Section of the Real Property Asset Management Division (the RE Section) provides the acquisition, management, and disposal of regional real property to align the Regional Corporation’s portfolio with service delivery needs. The Capital Acquisitions team specializes in negotiations and appraisal services for municipal capital infrastructure projects.The Program Manager will oversee the Region of Peel’s property acquisitions for capital infrastructure within relevant Public Works divisions. Responsibilities include supervising staff who negotiate and execute real estate transactions for roads, waste, water, and wastewater projects; managing fee‑simple acquisitions, easements, expropriations, development agreements, and planning reviews; and providing expert advice on valuation, risk management, and stakeholder communication. The role also involves strategic planning, feasibility studies, and policy development to improve acquisition processes and outcomes.Make recommendations to the Manager of Capital Acquisitions on agreements, properties, and expropriation settlements while improving processes and identifying cost‑reduction opportunities.Manage significant acquisitions, including environmentally sensitive lands,
and oversee risk management.Improve functional use of real estate for maximum benefit of regional programs.Implement strategies that protect the Region’s long‑term interests in capital infrastructure.Respond to inquiries from senior management, elected officials, municipalities, conservation authorities, province, and stakeholders.Communicate effectively, negotiating and persuading internal and external parties to advance program and regional goals.Provide professional advice on real estate valuation and assess business or financial risks.Make decisions that impact project objectives, land pricing, timelines, and budgets for infrastructure projects.Use independent judgment to conduct in‑depth investigation and research for strategic feasibility and expropriation settlements.Resolve disputes to deliver complex acquisitions.Set objectives, prioritize, schedule tasks, allocate resources, and monitor budgets for client acquisitions.Provide planning, analysis, review, and resource allocation for department projects.Track progress and prepare monthly summaries for senior management.Assist in defining project objectives, scope, and proposed schedules.Oversee consultants and contractors to ensure cost‑effective project delivery.What the role requiresUniversity degree or college diploma in Geography, Urban Planning, Urban Affairs,
