City of RevelstokeDirector of FinanceTERM:Temporary / Maternity Leave 12-18 MonthsPOSITION PURPOSE STATEMENTReporting to the Chief Administrative Officer, the Director of Finance is responsible for fulfilling the statutory duties of the Financial Officer under the Community Charter and for providing innovative, effective financial and organizational leadership to ensure the long-term financial sustainability of the City.The Director oversees the operations of the Finance Department, including treasury, controllership, financial services, revenue and collection services, payroll, data processing, purchasing and inventory, risk management, pension and benefits administration, and overall finance office management. Working collaboratively with the Manager of Finance, the Director ensures that the statutory responsibilities of both the Financial Officer and the Collector of Taxes are fully met.This position involves complex fiscal and administrative responsibilities and is accountable for ensuring efficient departmental operations through sound financial controls, accurate financial reporting, reliable payroll and accounts payable functions, effective budget preparation and control, and compliance with municipal policies and legislation. The Director is expected to exercise a high degree of judgment, tact, and discretion in handling confidential matters and to consistently demonstrate exceptional customer service to internal departments.The Director of Finance is responsible for developing, implementing, and administering financial management and reporting systems, leading the annual budget and financial planning processes, and developing long-term financial sustainability strategies. The Director provides accurate, timely,



and strategic financial advice to Council and City staff and supports informed decision-making across all areas of City operations.As a member of the senior management team, the Director plays a key advisory role in financial decision-making, asset management, procurement, and long-term planning. The Director provides proactive, engaged support to operating departments and demonstrates innovative leadership to continuously improve financial practices and organizational effectiveness.The ideal candidate is a motivated, collaborative leader who values excellent customer service to both the community and internal stakeholders. A strategic thinker and effective communicator, the Director demonstrates professionalism, integrity, and a solid commitment to public service. The City values public participation, and the Director is expected to understand and support the importance of citizen in local government decision-making.OPERATING ENVIRONMENTThe Director of Finance oversees the work, responsibilities, and performance of the Finance Department and provides leadership and direction to the Manager of Finance.REQUIRED KNOWLEDGE, SKILLS AND ABILITIESSound knowledge of the principles and practices of fund accounting and municipal financial operations.Strong working knowledge of Public Sector Accounting Board (PSAB) standards and reporting requirements.Working knowledge of the Community Charter and related statutes, bylaws, regulations,



and precedents applicable to local governments.Knowledge of project management principles, contract administration, and budget development and control.Demonstrated ability to complete work with a high degree of accuracy, attention to detail, and accountability.Proven leadership, communication, and relationship-building skills, with the ability to effectively lead and develop a team.QUALIFICATIONS AND EXPERIENCEMember in good standing with CPA (CMA, CGA, or CA).A Master’s Degree in Business Administration or Public Sector Management is considered an asset.Minimum of ten (10) years of progressively responsible financial leadership experience in a municipal or similar public‑sector financial environment.An equivalent combination of education, training, and experience may be considered.JOB PROVISIONSMay be required to attend Council and Committee meetings, including meetings held outside of regular working hours.The City of Revelstoke offers work-life balance, competitive wages, a comprehensive benefits program, education and professional development opportunities, a complimentary recreation pass, and fun staff events throughout the year!Salary $146,200 - $162,100.
