The Opportunity: The City of Red Deer is currently recruiting a Senior Operations Supervisor – Conventional Bus. This position is responsible for the supervision and leadership of three Transit Operations Supervisors, ensuring the safe, reliable, and on‑schedule operation of transit buses on prescribed routes, specialized service runs, and charter services. The Senior Operations Supervisor provides guidance to approximately 130 subordinate staff, supporting them in identifying performance issues and taking appropriate corrective actions, including leading employees through the Work Expectation and Review process. This role assumes responsibility for the management and oversight of accident investigations and ensures the satisfactory maintenance of all bus zones and related amenities. The position monitors service delivery and reports to the Transit Superintendent – Conventional Service on issues related to service levels, passenger loads, routing, equipment maintenance, and passenger or operator complaints. The Senior Operations Supervisor takes appropriate action to address service‑related issues and assists Operations Supervisors with the resolution of passenger conflicts as required. Within the assigned area of responsibility, the position is accountable for accounts receivable and payable, policy and procedure development, and the maintenance of payroll timesheets and reports. The Senior Operations Supervisor also acts in the capacity of the Transit Superintendent during their absence. Living and working in Red Deer adds to the excitement of the role. Top Key Responsibilities: Human Resource Management - Recruit, select, train, develop, evaluate, schedule, and performance management of unionized staff (operators, dispatchers, supervisors). Manage workforce planning, staffing levels, spareboard, sign‑ups, overtime, time‑off requests, and bi‑weekly payroll/timesheets. Lead performance management, attendance management, WCB and EDSP claims in accordance with City policies. Apply discipline up to and including termination in compliance with the Collective Agreement and legislation. Actively participate in union relations,
including ongoing operational and grievance meetings. Direct contracted security personnel within transit facilities. Foster team building, mentoring, coaching, and conflict resolution skills. Transit Service Delivery, Planning & Design - Ensure integrity of published transit schedules and on‑time performance. Lead and participate in annual evaluation and redesign of routes, schedules, service levels, and infrastructure. Plan and manage conventional transit, Red Deer County Service, and Charter Services. Develop short‑turns, overload coverage, spareboard structures, and work schedules. Conduct research, benchmarking, and industry analysis to improve efficiency and effectiveness. Oversee deployment and planning of bus zones and transit infrastructure. Communication & Public Relations - Investigate and respond to public complaints related to service, safety, operators, vehicles, and infrastructure. Address operator, union, and internal concerns related to routing, dispatching, safety, and capacity. Maintain strong communication with internal departments and external stakeholders (schools, agencies, health regions, corporations). Support staff in resolving customer conflicts. Classify complaints and apply counseling or discipline where required. Risk Management & Safety - Manage transit risk management and safety programs in compliance with City, Provincial, and Federal standards. Investigate transit vehicle accidents and incidents; ensure accurate reporting, documentation, and follow‑up. Apply corrective actions for safety breaches or driving deficiencies. Act as a sworn Bylaw Enforcement Officer for transit‑related bylaws. Recommend safety plans, training standards, operational standards, and accident investigation procedures. Promote and enforce Occupational Health & Safety programs as both worker and supervisor. Leadership - Provide leadership and direction to operators, dispatchers, and supervisory staff. Interpret and enforce department policies, procedures, and Collective Agreement provisions. Assist in developing and implementing the section’s vision, strategic plans, and operational programs. Lead implementation and use of Dispatch software (MAIOR). Support departmental vision and lead special projects and initiatives.
Financial Management - Manage section budgets through variance analysis, service planning, and long‑term forecasting. Establish and recommend budget requirements for conventional bus and dispatch operations. Analyze statistical data and benchmarking results to inform service and funding decisions. Corporate Policy & Compliance - Ensure compliance with City, Provincial, Federal, and County regulations affecting transit operations. Monitor and recommend changes to departmental and City policies and procedures as required. As our preferred candidate, you will have: Senior High School Matriculation Diploma. Related Post-Secondary Certificate program such as Business Administration, Project Management, Transportation (Transit) and Leadership Supplementary Personnel and Supervisory Management Training. Accident investigation – Level 1 Minimum of 5 years of service in a supervisory capacity, preferably with transit supervisory experience in a unionized environment. Experience interpreting and applying Collective Agreements in a unionized environment. Knowledge of Operator training and evaluation procedures, public transit routing standards and Safety programs would be an asset. Ability to deal effectively with the public, maintain a positive rapport with Operators, other staff, and an ability to handle public and operator criticism. Ability to work under very fast paced high‑pressure scenarios, where on occasion, quick decisions and action are required to maintain service levels. Ability to write comprehensive and detailed reports. Excellent working knowledge of the Windows‑based computer system as utilized by the City of Red Deer and as required for the function of the job. Light duty mechanical ability will be an asset. Must possess working experience of mass public transit concepts, safety, planning, training, other practices and equipment. Must have a high level of competence in dealing with human resource issues.
