Job InformationJob Title: Policy AnalystJob Requisition ID: 81979Ministry: Municipal AffairsLocation: EdmontonFull or Part-Time: Full TimeHours of Work: 36.25 hours per weekPermanent/Temporary: PermanentScope: OpenClosing Date: April 16, 2026Classification: Program Services 4 / (024PSA)Salary: $3,148.20 to $4,126.82 bi-weekly ($82,168 to $107,710 / year)The Ministry of Municipal Affairs assists municipalities in providing well‑managed, collaborative, and accountable local government to Albertans.ResponsibilitiesDevelop policy documents, briefing materials, and advice for senior decision makers on municipal grant policyConduct advanced financial and data analysis, visualization, and data storytelling to support policy options, program changes, and new initiativesConduct research, analysis, and environmental scanning to identify emerging policy issuesDesign policy options that balance stakeholder interests with provincial government objectivesSupport stakeholder engagement to understand and assess municipal and partner perspectivesProvide advice and recommendations on complex grant policy and intergovernmental issuesDevelop recommendations for new grant programs and changes to existing policies and programsPrepare briefing notes, options, and recommendations for senior leadership reviewContribute to development of program guidelines and administrative agreementsPrepare reports on grant allocations and funded projects for senior management and stakeholdersRespond to inquiries from the Minister’s Office, MLAs, internal partners, and external stakeholders using reporting and data tools (e.G., PowerBI, Excel, grant systems)Competencies are behaviors that are essential to reach our goals in serving Albertans. Statistics, Data Analyst), supplemented by 4 years of related experienceTraining or experience in data analysis, business intelligence, or data visualization is considered a significant asset. Directly related education may be considered an equivalency for experience on the basis of 1 year of education for 1 year of experience.Applicants must demonstrate advanced proficiency in Excel and Power BI. Experience with Microsoft Access, PowerQuery/PowerPivot, dashboard development, or other BI/analytics tools is preferred.AssetsExtensive understanding of Government of Alberta policy development processes, legislative and regulatory frameworks, and effective policy adviceStrong knowledge of provincial accountability frameworks, departmental business planning, and government decision‑making processesIn‑depth knowledge of municipal grant programs, policies, procedures, and processingStrong understanding of the Local Government Fiscal Framework Act, Municipal Affairs Grants Regulation, and relevant sections of the Government Organization ActWorking knowledge of municipal operations, infrastructure management practices, and provincial‑municipal relationsKnowledge of provincial legislation and regulations affecting municipalitiesExperience with stakeholder engagement, consultation, and change managementStrong understanding of conflict resolution, negotiation, and mediation processesProficiency with Microsoft Office applications, including Word, Excel, Outlook, and related toolsAdvanced data analysis expertise, including data cleaning, modeling,
