Preconstruction Manager This role reports to the General Manager and is responsible for managing all preconstruction activities for EPC utility projects, including estimation, procurement, contract negotiation, project development, and early works site management. The Preconstruction Manager will interface with Aecon functional groups and external stakeholders to drive project success in a safe, quality‑focused, and compliant manner.ResponsibilitiesPrepare detailed construction and design estimates in collaboration with operations, project controls, and estimating teams.Manage preconstruction activities for EPC projects with the construction team.Negotiate contracts, resolve disputes, and handle post‑close clarifications.Review scope, RFP design, technical specifications and ensure compliance with CSA/ESA/IEEE/IESO market rules.Lead long‑lead procurement – request quotations, evaluate bids, and order equipment.Select, prepare, and negotiate key subcontracts (engineering, MSP, civil, prefabricated P&C, engineered equipment).Coordinate early works site activities including locates, surveys, and geotechnical investigation.Lead the project team, including coordinators and administrative staff.Escalate project‑level issues and disputes to the Sr. Project Manager.Travel to site locations as required.Develop and maintain project schedules and critical milestones.Create site‑specific safety/quality manuals and ensure owner specification compliance.Set production targets, monitor performance, and remove roadblocks.Monitor team performance and deliverables.Manage commercial issues, focusing on win‑win outcomes.Track and control project budgets, schedule updates, subcontractor management, cost forecasting, change management,



and documentation.Conduct weekly scheduling meetings with the project team and external stakeholders.Provide technical expertise and support to project team and client.Support field staff as needed.Ensure projects are executed safely, efficiently, and with quality focus.Perform any additional responsibilities as required.QualificationsExperience managing high‑voltage substation projects, including HV interconnection with Hydro One and the IESO.Renewables project experience is an asset.Education in engineering, construction project management, or equivalent technical training.Proactive, collaborative, and independent work style.Minimally supervised, robust directions following.Estimating and proposal experience is an asset.Experience on EPC contracts and running transmission projects is a strong asset.Construction industry experience required; utility industry experience preferred.Ability to read and understand construction drawings and documents.Minimum 5 years in a Project Manager role; ideally 5+ years.Proven leadership, communication, and negotiation skills.Capable of resolving disputes independently.Fosters cooperation among departments and colleagues.Availability for project travel and shift work.Strong computer skills – MS Office, Primavera P6, Bluebeam, SAP, Procore, Acconex.Self‑motivated, organized, and able to work under pressure.Compensation The expected salary for this position is $95,000 – $135,000 annually, based on work location, education, experience, and unique skills.EEO & Accessibility Aecon fosters diversity, inclusion, and belonging within and across our organization.
