Here is a brief overview of the tasks and responsibilities that will fall to you:
- Familiarize yourself with the project management framework in place and evaluate the elements that need to be updated or improved
- Identify organizational, regulatory and operational needs to ensure the adequacy of management practices
- Develop the complete structure of the information technology project management framework
- Define the guiding principles, directions and management statements applicable to the project portfolio
- Establish roles, responsibilities and mechanisms for collaboration among the various stakeholders
- Design the governance model and decision-making mechanisms
- Structure processes covering the entire project lifecycle
- Determine the criteria for authorizing, continuing, suspending and stopping projects
- Implement mechanisms for managing risks, issues, dependencies and benefits
- Define performance indicators and accountability mechanisms
- Develop the guidelines, guides, templates and tools necessary for the application of the framework
- Produce the final version of the management framework and the associated site plan
- Present recommendations and deliverables to the various governance bodies The profile sought is as follows:
- Have drafted a minimum of five (5) project management frameworks, including at least three (3)
within Quebec government departments or agencies
- Demonstrate experience in defining roles, responsibilities, governance mechanisms, decision-making processes and accountabilities
- Contribute to the establishment, structuring or improvement of the organizational maturity of at least five (5) project offices
- Participate in the development and implementation of a risk management framework applicable to portfolios, programs or projects in information technology
- Define and implement a perks management framework including indicators, monitoring mechanisms and reporting processes
- Master the Quebec government's normative frameworks for the management of information resources
- Understand the governance, investment and accountability mechanisms applicable to the public sector
- Use recognized frameworks such as PMI, Managing Successful Programmes, Management of Portfolios, SAFe Lean Portfolio Management or equivalent approaches
- Analyze complex processes and recommend solutions adapted to organizational issues
- Demonstrate excellent writing, synthesis, structuring and communication skills
- Influencing and mobilizing stakeholders in complex environments
- To play an advisory role to managers and governance bodies in the management of portfolios and projects.
