Application Deadline:08/29/2026Address:250 Yonge StreetJob Family Group:Business ManagementJob DescriptionRole PurposeThe Issue Monitoring/Reviewer is a First Line of Defence (1LOD) role responsible for ensuring the accuracy, completeness, and quality of issue records and ongoing monitoring within Book of Record.. This role provides independent review, oversight, and challenge to ensure issues are clearly articulated, risk-aligned, and managed in accordance with internal governance standards.The role supports effective risk management by ensuring that issues are properly documented, monitored, remediated, and reported , with strong alignment to risk, control, and regulatory expectations.Issue Review & Quality AssurancePerform detailed review of Book of Record issue records to ensure:Accurate issue description, root cause, and risk alignmentAppropriate severity rating and primary/impacted risk classificationClear linkage to controls, processes, and impacted products/servicesValidate that issue treatment (mitigate vs. accept) is supported by adequate, audit-defensible rationaleEnsure completeness and accuracy of required BOOK OF RECORD fields and supporting documentation2. Monitoring & Oversight of Issue LifecycleMonitor issue progress across the lifecycle to ensure:Timely updates and adherence to required timelinesAction plans are defined, tracked, and progressing toward closureTarget completion dates are realistic and supportedProvide ongoing oversight to ensure issues are actively managed and remain aligned to risk exposure3.

Clarity and precision of issue documentationAlignment between risk, control breakdown, and remediation approachIdentify gaps, inconsistencies,



or unsupported assumptions in issue recordsEnsure issue records meet minimum standards prior to escalation to 2LOD Effective Challenge4. Risk & Control AlignmentEnsure issues are appropriately aligned to:Enterprise Risk Taxonomy and Intermediate Risk categoriesControl framework and identified control failuresConfirm that issue documentation clearly articulates:Control deficiencies or breakdownsImpact to risk exposure and control environment5. Issue status, aging, and severity trendsOverdue issues and remediation progressEnsure issue data supports transparent and accurate reporting to governance forums and committees6.

Issue

Owners, Action Plan Managers, and Business UnitsRisk and governance teams (e.g., 1LOD, 2LOD)Provide guidance on issue management standards, expectations, and best practicesEscalate concerns where issues do not meet required standards or timelinesQualifications & ExperienceRequired5+ years experience in risk management, internal audit, controls, or governanceStrong understanding of:Issue Management frameworks and lifecycleRisk, control, and governance principlesThree Lines of Defence modelExperience working with enterprise tools such as Archer (Book of Record) or equivalent GRC platformsPreferredExperience in:Issue quality review, testing,



or effective challenge rolesRegulatory, audit, or compliance environmentsFamiliarity with:Risk taxonomies and control frameworksIssue remediation and control testing conceptsSalary :$56,000.00 - $103,500.00Pay Type:SalariedThe above represents BMO Financial Group’s pay range and type.Salaries for part time roles will be pro-rated based on number of hours regularly worked. BMO Financial Group’s total compensation package will vary based on the pay type of the position and may include performance-based incentives, discretionary bonuses, as well as other perks and rewards.
