NATURE AND SCOPE
Reporting to the Manager, Human Resources, the HR Benefits Technician acts as the primary liaison for all employee matters related to benefits, pension and absence management programs offered by the College. The incumbent is responsible for the end-to-end administration, compliance and operational efficiency of employee benefits, ensuring accurate processing, regulatory adherence and excellent service delivery to all stakeholders.

RESPONSIBILITIES

Maintains the employee benefits program and data-related information in the Payroll and HRIS (Human Resources Information System) using established procedures and ensuring accuracy

Processes all employee lifecycle changes affecting benefits, including but not limited to, new hires, eligibility updates, coverage modifications, leaves, and terminations





Performs regular invoice reconciliations between the insurance provider and the Payroll/HRIS to identify discrepancies and enters the necessary adjustments

Acts as a primary point of contact for benefits-related inquiries, ensuring timely issue resolutions and clear communication

Provides individualized information to employees regarding benefits options, leave provisions, pension possibilities in accordance with applicable collective agreements, insurance regulations and government legislations

Liaises with external partners for information communication

Supports employees and retirees in navigating the pension programs including the pension application, buybacks and transfer agreements

Analyzes pension contributions, and prepares/submits the annual declaration to Retraite Québec, ensuring accuracy and regulatory compliance, while managing related invoices and tracking payment plans and reimbursements.

Processes and tracks disability claims and work-related disability leaves submitted to the CNESST

Ensures the tracking and documentation of all types of absences, including vacation accruals and balances, related to employees and provides reports as required

Maintains the absence management system, including opening files, calculating leave entitlements and performing year-end updates

Ensures consistent communication with internal departments regarding leaves, and accommodations by maintaining or developing reports as needed.

Participates actively in the implementation of new human resources systems or any technological updates and systems enhancements

Provides back up to payroll technician when required





Documents work instructions to ensure knowledge sharing and operational documentation as required

Fulfils other duties as required

QUALIFICATIONS

College level diploma (DEC) in an appropriate specialty (Administration, Accounting or other related fields)

Proficient in Microsoft Office, Excel level required at minimum intermediate to advanced level (mandatory requirement) (testing may be required)

Minimum of 2 years' experience in benefits, payroll or accounting systems (experience in the Quebec educational system or in Coba/Skytech is an asset)

Strong experience with data analytics

Excellent bilingualism (English and French, both spoken and written) (mandatory requirement) (testing may be required)
