Assignment: RQ00756 - Business Analyst - Senior Requisition: RQ00756 Job Title: Senior Business Analyst for the Clinical Data Foundation (CDF) Program Client: Ontario Health Start Date: 2026-08-31 End Date: 2027-08-30 Department: Digital Excellence in Health Office Location: 525 University Avenue, Toronto Business Days: 250.00 Location: Hybrid (upto 3 days onsite as per manager''s discretion) Public Sector Experience: must have Must Haves: Minimum 8 years'' business analysis experience working in electronic health-related projects Experience working in the public sector, preferably in a health care setting.

Experience with and knowledge of Project Management concepts (e.g. project goals, risk, scope, participant roles, planning and quality management) Experience conducting business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions Excellent Communication skills both verbal and written, and solid stakeholder engagement skills Description The purpose of this procurement is to procure one Senior Business Analyst required for the Clinical Data Foundation (CDF) Program.

Responsibilities: Provide a comprehensive range of I⁢ business analysis services for clients with diverse business and technological needs.

Interact with the business stakeholders and subject matter experts in order to understand their requirements through gathering, documenting, and analyzing business needs and requirements.

Prepare and advise on business analysis policies, processes, best practices and standards to promote a comprehensive and consistent business analysis practice within the organization.

Required Skills: Minimum 8 years'' business analysis experience working in electronic health-related projects Experience working in the public sector, preferably in a health care setting.

Coordinate and conduct business analysis in order to assess client''s business problems/opportunities and documents the business requirements in such a way that I⁢ solutions can be determined Application of re-engineering concepts to promote business improvements through alternative and cost effective service delivery approaches Coordinate and conduct business analysis at varying levels of detail appropriate to the project and phases of project, aligning with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies Develop strategies, prepare business cases and cost-benefit analysis, and conduct feasibility studies for business I⁢ initiatives Develop sound processes for requirements gathering including but not limited to JAD sessions, interviews, mockups, etc.

Conduct business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions for assigned projects Monitor progress, resolves problems and report regularly to I⁢ management and stakeholders Develop performance measures and traceability matrices for business analysis evaluation and conducts follow-up Experience developing strategies, preparing business cases and cost-benefit analysis Experience conducting requirements gathering, developing documentation, including presentations and briefing notes and conducting stakeholder engagement Experience in the use of Computer Aided Software Engineering (CASE) tools to document conceptual requirements and scope Awareness of emerging I⁢ trends and technologies Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills A team player with a track record for meeting deadlines Desired Skills: Ability to translate business and data requirements into specifications sufficient for designing appropriate technology solutions Experience in structured, object oriented and agile methodologies for user requirements Experience developing performance measures for business analysis evaluation and subsequent follow-up Familiarity with Quality Assurance (QA) and experience working closely with QA teams (testing approach, strategy,



planning) Familiarity with application security and privacy standards and considerations Knowledge and understanding of Information Management principles, concepts, policies and practices Experience with a wide range of methods, tools and techniques for business analysis such as: business functional modelling, business event modelling, business process mapping Experience in structured, object oriented and agile methodologies for user requirements Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards Deliverables Handle change requests for electronic health record (EHR) planning, using change management workflow Create clear content for artifacts, prepare project charters/plans, elicit information from subject matter experts, and lead meetings.

Organize, lead/control meetings and keep discussion on track and accomplish goals.

Create detailed work streams, manage project scope, timeline, and costs to achieve project objectives in accordance with business needs/expectations.

Document requirements in business requirements document (BRD) Additional Terms The term of this Engagement Assignment is for 250 Business Days, with an option to extend for up to an additional 250 days at the Agency''s discretion.

The Engagement Assignment may be extended for unused Business Days at the Agency''s discretion.

The resource will comply with the Agency''s policies and procedures.

The resource will be issued an Agency laptop and is expected to provide at least one additional monitor, an external keyboard and a mouse at their own expense.

In addition, when the resource is working from their home location they must have a private office space and are not permitted to work in an open communal space.

Internet connection must be hard-wired and suitable bandwidth to support the IT requirements of this role.

If these conditions cannot be met within their home office space, the resource will transition to full time in office, and the hybrid option will no longer be available.

The Agency systems cannot be accessed from outside the province of Ontario, and Agency assets including laptops and related equipment cannot be removed from the province of Ontario, without prior written approval from the Agency.

Assignment Type: This position is currently listed as ''Hybrid''.

The resource under this request will be required to work onsite as per Hiring Manager sole discretion.
