Job Summary:
The Senior Business Analyst will translate business outcomes, policies, and operational needs into exact acceptance criteria to support secure, scalable identity and access management (IAM) services within the healthcare system. This role involves analyzing workflows, defining testable requirements, supporting Agile delivery, and ensuring alignment between current and future IAM solutions. Responsibilities:
- Analyze and decompose workflows, data needs, decision points, and exceptions for IAM solutions.
- Identify and resolve inconsistencies across user stories and capability areas.
- Research digital identity and IAM concepts to close knowledge gaps.
- Define clear, testable acceptance criteria aligned with business rules, architecture, security, and integration needs.
- Collaborate across teams to align on requirements, dependencies, and decisions.
- Ensure documentation quality, adherence to standards, and maintain traceability from requirements to design.
- Support Agile delivery by participating in ceremonies and ensuring stories meet Definition of Ready.
- Document current-state processes and clarify business rules for existing IAM services.
- Assist with partner engagement documentation and support issue and gap triage.
- Coordinate small project initiatives and provide investigative support as needed.
Required Skills & Certifications:
- 7+ years of Business Analysis experience, including 3+ years in senior roles supporting large-scale digital or identity-related programs.
- Proven experience developing detailed,
testable requirements, process flows, workflows, functional specifications, and implementation-ready documentation.
- Experience in digital identity, access management, authentication, authorization, or interoperability domains.
- Hands-on experience using Azure DevOps to manage work items, backlogs, user stories, and documentation.
- Ability to independently analyze and document complex functional requirements.
- Experience working in multi-stakeholder public-sector or health-sector environments.
- Strong collaboration skills with business stakeholders, architects, product owners, testers, and integrators.
- Exceptional written and verbal communication skills.
Preferred Skills & Certifications:
- Knowledge of digital identity frameworks such as OIDC, OAuth 2.0, SAML, or NIST 80063.
- Experience in health information management, provider data, or digital health ecosystems.
- Familiarity with public-sector governance, privacy, and cybersecurity considerations.
- Proficiency with tools like Confluence, Miro/Lucid, Visio, and Excel.
- Experience working with solution integrators and large vendor teams.
Special Considerations:
- Must support hybrid work with up to 3 days onsite.
- Work involves collaboration across multiple public-sector and healthcare stakeholders.
Scheduling:
- Standard business hours with participation in Agile ceremonies as required.
- May require coordination across different teams and time zones within the healthcare system.
