Job Summary:

The Senior Program Manager will provide high-level oversight and coordination for a complex digital modernization program within the health sector. This role involves managing multiple interdependent workstreams, ensuring integrated planning, disciplined execution, risk escalation, and alignment across diverse internal and external partners. The position demands strategic leadership to drive digital transformation initiatives, operational efficiencies, and cost savings through effective program governance and delivery management. Responsibilities:

- Lead program management for large-scale, high-risk, multi-jurisdictional digital transformation initiatives.
- Oversee the full lifecycle delivery of a centralized group of projects within the program.
- Ensure cost-effective and effective program delivery compliant with organizational methodologies and standards.
- Define program strategy, roadmap, and implementation plans to harmonize concurrent workstreams.
- Design and manage program governance, including regular touchpoints with workstream leads and senior leadership.
- Develop policies, standards, guidelines, and procedures supporting program implementation.
- Lead change management strategies to achieve awareness, desire, knowledge, ability, and reinforcement objectives.
- Establish monitoring and measurement frameworks to assess program health, processes, and outcomes.
- Facilitate workshops, engagement sessions, and activities to support progress toward program goals.

Required Skills & Certifications:
- 15+ years leading and overseeing digital program strategy from inception through close-out and operational transition.
- 10+ years experience interpreting and translating I⁢ executive expectations into program deliverables.
- 15+ years directing and managing multidisciplinary project teams,



including multiple Project Managers.
- 15+ years providing program/portfolio oversight of project interdependencies and risk monitoring.
- 10+ years expertise in lean methodologies, change management, and transformation best practices.
- Proven ability to manage complex stakeholder environments and executive communications.
- Experience preparing high-quality briefing notes, presentations, and decision materials for executives.
- Demonstrated experience in public sector or health system environments with governance and policy understanding.

Preferred Skills & Certifications:
- Experience defining and driving multi-year transformation roadmaps aligned with business outcomes.
- Strong skills in stakeholder alignment, adoption, communication, and resistance management.
- Knowledge of operating model redesign including product-centric and platform-based approaches.
- Understanding of cloud platforms (Azure, AWS, GCP) and modern architectures (microservices, APIs, event-driven).
- Familiarity with FinOps, cloud cost governance, and application rationalization.
- Practical understanding of AI/ML use cases, AI adoption acceleration, and automation technologies.
- Deep experience with Agile, SAFe, or product operating models and value-based delivery.
- Financial and operational optimization expertise including vendor and partner management.
- Strong data-driven decision-making skills involving KPIs, OKRs, and transformation metrics.

Special Considerations:
- Hybrid work model requiring 3 days onsite presence.
- Experience working within public sector or health system environments is highly preferred.
- Must be capable of navigating complex organizational dynamics and competing priorities.

Scheduling:
- Standard business hours with hybrid schedule; onsite presence expected three days per week.
