Kapawe’no First Nation is dedicated to fostering a healthy, vibrant, and self-determining community grounded in our culture, values, and Treaty rights. Operating out of the Alice Halcrow Healing Centre, Kapawe’no First Nation Health Services delivers comprehensive, high-quality, and culturally safe healthcare programs and services designed to enhance the overall well-being of our Nation members.

We currently have an opportunity for a Full-Time, Regular Health Manager. Reporting to the Nation Manager, the Health Manager will be responsible and accountable for the day-to-day and overall executive management and administration of the Alice Halcrow Healing Centre, Kapawe’no First Nation Health Services (KFN Health Services), and the health programs and services offered.

Additionally, the Health Manager will lead the planning, development, implementation, quality assurance, and evaluation of all aspects of Nation health programming, services, and operational initiatives; maintaining management and financial accountability for the Health & Wellness components of Indigenous Services Canada (ISC) funding arrangements, primary care, mandatory public health, trauma-informed supports, supplementary benefits (NIHB), and health emergency management.

Principle Duties & Responsibilities

Include but are not limited to:

- Advising Chief, Council, and Senior Administration on local, Treaty 8, regional, provincial, and national health issues, policy shifts, and legislative impacts.
- Managing and reconciling the Health & Wellness components of ISC Block/Flexible funding agreements and budgets to ensure audit readiness and financial compliance.
- Overseeing mandatory public health standards, including Communicable Disease Control (CDC), vaccine cold-chain management, outbreak response, and environmental/Nation-based drinking water safety.
- Integrating Trauma-Informed Health and Cultural Supports (RHSWs, Cultural Support Providers, Elders) across programs serving Day School, Residential School, MMIWG2S+, and Federal Indian Hospital Class Members.
- Liaising with regional entities (such as the First Nations Health Consortium) and ISC Focal Points on Jordan’s Principle protocols to facilitate timely access to child supports,



handle Nation recognition confirmations, and ensure compliance with CHRT non-delay orders.
- Supervising and evaluating Nation health personnel and contracted specialists while verifying annual professional licensing, liability insurance, and credentialing.
- Developing and enforcing operational policies, clinical guidelines, privacy protocols, and workplace health and safety measures (including Working Alone and Harassment policies).
- Leading the development, maintenance, and regular testing of the Health Emergency Management (HEM) Plan and Communicable Disease Emergency (CDE) Plan.
- Directing health facility maintenance, clinical equipment calibration, supply replenishment, Electronic Medical Records (EMR) and electronic filing systems, and data security in compliance with privacy laws and OCAP® principles.
- Managing Nation health messaging (e.g., KFN Muskwa Journal, digital channels) and collaborating with KFN entities (Kapown Rehab, Head Start, KFN School) to optimize Nation wellness programs.

Knowledge & Skills Required

Include but are not limited to:

- Bachelor’s Degree or Advanced Post-Secondary Diploma in Health Administration, Public Health, Nursing, Health Sciences, or Business/Public Administration.
- Minimum of 3–5 years of progressive administrative and operational management experience, preferably within a First Nations health delivery environment.
- Certified First Nations Health Manager (CFNHM) designation through the First Nations Health Managers Association (FNHMA) is strongly preferred (or commitment to obtain within 24 months).
- ·n-depth knowledge of Indigenous Services Canada (ISC) funding agreements, Block/Flexible contribution models, NIHB frameworks, and Jordan's Principle guidelines.
- Strong understanding of Cree culture, traditions, Nation dynamics, and health priorities, including treaty rights to health and historical impacts of colonial trauma.
- Highly organized, self-motivated, dependable,



and eager to learn.
- Exceptional written, verbal, and conflict-resolution skills; ability to lead multidisciplinary teams with empathy, accountability, and professional rigor.
- Demonstrated expertise in MS Office Suite, electronic health record databases (EMR), basic financial software, and virtual care platforms.
- Clear Criminal Record Check with Vulnerable Sector Search, clear Child Welfare Check, signed Oath of Confidentiality, valid Driver’s License with clean abstract, access to a vehicle, and ability to pass fitness-for-duty drug testing.
- Ability to speak or understand the Cree language is considered a significant asset.
