Mobility Operations is responsible for the safe, efficient, and sustainable operation of the City's multimodal roadway and pathway network. The division is committed to keeping Calgarians moving through innovation, sustainability, environmental sensitivity, and standard-setting safety practices.

The Senior Leader, Office of Traffic Safety is a high-visibility executive role responsible for establishing the strategic direction, culture, and operational execution of traffic safety across the municipality. Overseeing the dedicated Office of Traffic Safety, this leader will drive systemic safety improvements aimed at eliminating traffic-related fatalities and serious injuries.

As the Senior Leader, Office of Traffic Safety, you will Report to the Manager of Mobility Operations and act as the City's primary authority on multimodal traffic safety, integrating advanced crash data analytics, engineering best practices, policy development, and cross-jurisdictional public safety campaigns. Primary duties include:

- Establish short- and long-term vision, priorities, and performance metrics for the Office of Traffic Safety,



ensuring alignment with overall Mobility Operations pillars (Safety, Infrastructure, Innovation, Accountability).
- Coach, direct and mentor a team of leaders, professional engineers, analysts, and specialists. Drive employee engagement, workforce succession, leadership development, and foster a safe, respectful, and inclusive working environment.
- Direct the development of business plans, policy frameworks, technical standards, operational workflows, and budget allocations for all traffic safety initiatives.
- Lead the design and execution of high-impact traffic safety initiatives aimed directly at reducing fatalities and major injuries across all road users (drivers, pedestrians, cyclists, and transit users).
- Serve as the designated APEGA Responsible Member for the Mobility Safety group. Provide engineering oversight for staff and professional members to satisfy all professional, legal, and ethical obligations under APEGA.
- Oversee the collection, advanced analytics, and spatial modeling of crash data to identify high-collision locations and implement targeted engineering, educational, and enforcement countermeasures.
- Prepare and deliver strategic reports, policy briefs, and evidence-based recommendations to Department Leadership, Senior Administration, City Council, and Council Committees.
- Act as the official executive spokesperson on traffic safety issues, coordinating with Corporate Communications to lead media interviews, safety campaigns, and public education efforts.
- Manage high-profile public, internal, and Aldermanic/Council inquiries, 311 escalation resolution, and stakeholder engagements with transparency and diplomatic tact.

Qualifications





- A degree in Civil Engineering or related field with at least 8 years of relevant progressive leadership experience in transportation engineering, traffic safety, or mobility operations obtained after receiving your P. Eng. designation and a current licensure as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) complete with practicing status OR licensure and practicing status by the first day of work Click here for more details.
- Success in this role requires exceptional political acumen, change management capabilities, and public communication skills, strong expertise in multi-modal traffic safety strategies, safe system approaches (Vision Zero), and risk management and executive-level presentation skills with experience addressing elected officials, executive leadership, and media.
- Road Safety Professional Level 1 (RSP1) is preferred. RSP2 or Professional Traffic Operations Engineer (PTOE) are considered an asset.
- Demonstrated experience managing multidisciplinary teams, strategic budgets, and large-scale public initiatives.
- Proven track record in data-driven safety planning, traffic crash analysis, and policy formulation.

- This position may be eligible to work from home for at least part of the time as one of several adaptable work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.

Position and Pay Information

- Compensation: Level M3E $182,213 - 227,766 per annum.
- Hours of work: Standard 35 hour work week.
- Days of work: This position works a 5-day work week with 1 day off in a 3 week cycle.
