Position Summary

The Human Resources Consultant is a trusted strategic advisor and partner to university leaders, providing expert human resources and labour relations consultation that advances Royal Roads University's people, culture, and institutional priorities. Working within a collaborative and strategically focused People & Culture team, the incumbent supports leaders across a diverse portfolio by providing proactive advice on organizational effectiveness, workforce planning, talent management, employee and labour relations, change management, and organizational development.

Reporting to the Associate Director, Employee and Labour Relations, the Human Resources Consultant partners closely with senior leaders to develop people strategies that align with institutional goals while fostering an inclusive, respectful, and high-performing workplace. The role provides expert guidance on complex employee and labour relations matters, interprets collective agreements and employment legislation, and leads the resolution of sensitive workplace issues using sound judgment, risk assessment, and best practices.

The incumbent serves as a strategic business partner, influencing organizational decisions through evidence-informed advice, workforce analytics, and thoughtful consultation. They lead or contribute to institution-wide initiatives, policy development, process improvement, and change management efforts that strengthen organizational capability and enhance the employee experience.

As a member of the People & Culture team, the incumbent mentor’s colleagues, contributes to continuous improvement of HR practices, and represents the department on institutional committees, projects, and cross-functional initiatives.

This will be a temporary limited term 18-month position.

Primary Position Outcomes

- Provides trusted strategic consultation to leaders on complex people, organizational, and labour relations matters while balancing operational requirements with long-term organizational objectives.
- Leads the resolution of complex employee and labour relations issues, ensuring compliance with legislation, collective agreements, university policy, and evolving case law while mitigating organizational risk.
- Partners with leaders to strengthen organizational capability through workforce planning, succession planning, leadership development, organizational design, and change management initiatives.
- Leads and contributes to institutional HR projects, policy development, process improvement initiatives, and strategic priorities that enhance service delivery and organizational effectiveness.
- Strengthens positive labour-management relationships through team-oriented problem-solving, effective consultation, and participation in collective bargaining and labour-management committees.
- Uses data, trends, and workforce insights to inform recommendations and support evidence-based decision making.
- Contributes to a culture of continuous improvement, inclusion, accountability, and employee engagement across the university.

Specific Responsibilities

Strategic Partnership & Organizational Effectiveness

- Serve as the People & Culture advisor to assigned client groups,



developing trusted relationships with leaders and providing proactive strategic consultation.
- Partner with leaders on organizational design, workforce planning, succession planning, restructuring, and change initiatives.
- Identify organizational risks and emerging people trends while developing practical recommendations aligned with institutional priorities.
- Support leadership teams in building high-performing, inclusive, and engaged workplaces.

Employee & Labour Relations

- Lead the management of complex employee and labour relations and faculty relations matters including investigations, grievances, discipline, performance management, accommodations, attendance management, organizational restructuring, and employment separations.
- Provide expert interpretation of collective agreements, legislation, university policy, and relevant case law.
- Develop risk mitigation strategies and provide recommendations on complex employment matters.
- Build collaborative relationships with union representatives while preserving management rights and fostering productive labour-management partnerships.
- Participate as a key contributor during collective bargaining, including proposal development, research, strategy, and negotiations.
- Ensure all governmental, legal, and contractual regulations are met.

Talent & Leadership

- Provide strategic consultation throughout the talent acquisition process, ensuring equitable, effective, and legally compliant recruitment and selection practices.
- Advise leaders on organizational staffing strategies, workforce planning, compensation considerations, and succession planning.
- Support leadership development through coaching, mentoring, and organizational effectiveness initiatives.
- Upon resignation, conduct exit interviews with all full-time, continuing staff.

Organizational Development & Change

- Lead and support organizational development initiatives including leadership development, employee engagement, organizational reviews, team effectiveness, and change management.
- Facilitate complex conversations, conflict resolution, and workplace restoration efforts.
- Design and deliver workshops and educational programs that strengthen leadership capability.

HR Strategy & Continuous Improvement

- Lead or contribute to strategic People & Culture initiatives, including policy development, process redesign, HR technology improvements, and institutional projects.
- Analyze workforce data and trends to support evidence-informed decision making.
- Recommend improvements to HR programs, systems, and service delivery models.

Other HR Services

- Conduct or participate in organizational reviews, workforce planning and developing workplace solutions.
- Provide guidance and advise to supervisors and leaders on the sick leave management processes, including graduated return to work and accommodation plans and LTD processes.




- Provide coaching in support of a respectful work environment.
- Prepare and deliver presentations and/or training sessions on various topics for informational, educational and/or compliance purposes.
- Serve on various committees and working groups to provide a professional Human Resources perspective (i.e. Diversity Action Group, Sexual Violence and Misconduct Advisory Committee, Joint Occupational Health and Safety Committee, Emergency Preparedness, etc.).
- Other duties as required.

Job Requirements

Qualifications

- Undergraduate degree in Human Resources, Business Administration, Industrial Relations, or a related discipline; graduate degree considered an asset.
- Minimum 5 years of progressively responsible human resources experience, including significant experience in employee and labour relations within a complex, unionized environment.
- Chartered Professional in Human Resources (CPHR) designation is preferred or an equivalent combination of advanced HR credentials.
- Demonstrated expertise providing strategic human resources consultation to senior leaders.
- Demonstrated commitment to equity, reconciliation, inclusion, and culturally responsive leadership.
- Extensive experience interpreting collective agreements, employment legislation, and administrative law.
- Demonstrated success managing highly complex employee and labour relations matters.
- Experience leading organizational change, workforce planning, and organizational development initiatives.
- Exceptional consultation, coaching, negotiation, and influencing skills.
- Strong political acuity, sound judgment, and ability to navigate competing priorities within a complex organizational environment.
- Excellent analytical, facilitation, and communication skills.

Additional Information

This is a temporary, full-time position working 37.5 hours per week for a term of 18 months. This position has been evaluated at MPT-C with a salary range of $78,723 (minimum) to $92,515 (midpoint) to $106,305 (maximum) per annum. Employment offers will normally be made between the minimum and midpoint of the range and are determined by knowledge, experience and internal equity.
