CONTEXT

As part of the establishment of the local organizing committee for the Olympic Q-Series 2028 — Montréal, the Canadian Olympic Committee (COC), in collaboration with the City of Montréal and Tourisme Montréal, is supporting the coordination of the recruitment process for the Executive Director. It is important to note, however, that this position reports to the local organizing committee and is not a position within the COC.

Four world-class cities will host the Olympic Q-Series in an expanded and dynamic format leading up to the Los Angeles 2028 Olympic Games. The International Olympic Committee (IOC) has confirmed that, in 2028, Tokyo (Japan), Shanghai (People’s Republic of China), Montréal (Canada), and Orlando (United States) will each host a stage of the series.

The Olympic Q-Series will bring together four sports during the third stage, scheduled to take place in Montréal from June 1 to 4, 2028: beach volleyball, BMX freestyle, flag football, and skateboarding.

POSITION PROFILE

Reporting to the Board of Directors, the Executive Director is responsible for all services related to the organization and successful delivery of the Olympic Q-Series 2028 — Montréal (OQS). The Executive Director assumes operational responsibility for the Local Organizing Committee (LOC) and, in accordance with the direction of the Board of Directors, the requirements of the International Olympic Committee (IOC), and the obligations of the Canadian Olympic Committee (COC) and the City of Montréal (VdM), as signatories to the hosting agreement.

KEY RESPONSIBILITIES AND PRIORITIES

The Executive Director:

- administers, leads, and oversees the affairs of the LOC; follows up on decisions made by the Executive Committee and Board of Directors; informs and advises these governing bodies; and provides them with regular reports on LOC activities.
- ensures that the LOC’s objectives are achieved and that its mission is fulfilled.
- works in collaboration with the COC and the City of Montréal, as signatories to the IOC hosting agreement,



and ensures that the obligations of the IOC, COC, and City of Montréal are met.
- maintains active communication with, and submits regular reports to, the IOC, COC, and City of Montréal, while coordinating interventions with them.
- initiates discussions, negotiates, and signs major contracts and letters of agreement in accordance with policies established by the Board.
- acts as the LOC’s representative with partner organizations, in collaboration with the directors.
- acts as the LOC’s secondary spokesperson.
- updates the business plan and organizational structure for the Executive Committee and ensures that the plan is executed as established, making adjustments as needed.
- develops an overall timeline to ensure plans are carried out as established, making adjustments as needed.
- oversees the preparation of strategic planning documents, including the final report.
- supervises the work of all directors.
- is responsible for managing LOC personnel.
- may delegate any task to an appropriate person in order to meet their obligations and the LOC’s objectives.
- manages the LOC budget, cash flow, and funding discussions with funders, ensuring strong fiscal accountability and management.
ensures that all obligations related to the IOC Event Manual are understood, planned, and implemented by the LOC.

QUALIFICATIONS

EDUCATION

A university degree or equivalent, combined with a minimum of ten (10) years of work experience in management and event planning, or an equivalent combination of education and experience.

EXPERIENCE

- Experience in a leadership role within large-scale structures.
- Experience managing personnel, including engagement, recruitment and selection,



performance evaluation, conflict resolution, coaching, and related responsibilities.
Ability to work under a high level of stress, particularly in meeting tight deadlines.

REQUIRED SKILLS

MANDATE PARTICULARITIES

- Fixed-term position, full-time, two years
- Hybrid work arrangement, including remote and in-person work
- Competitive salary based on experience
Availability to work flexible hours, during regular business hours, before or after regular hours, as well as evenings and weekends, as needed.

The annual salary range for this position is $175,000 to $200,000, depending on experience and qualifications. A performance-based incentive is also offered.
