What can I expect to do in this role?
Support day-to-day payroll administration and operations of payroll policies and practices. Oversee the payroll processing and reconciliation of hourly payroll and assigned payroll functions, ensuring accuracy, compliance and adherence to established deadlines. Works closely with the Payroll Manger to support the coordination of payroll team activities, provides technical expertise, resolves complex payroll issues and promotes the consistent application of payroll best practices, collective agreements and legislative requirements.
Perform general payroll administration duties to support assigned payroll departments.
Oversee the preparation and processing of weekly hourly payroll for unionized and non-unionized departments.
Assist in coordinating and prioritizing work of payroll team to ensure accuracy, completeness and timeliness of payroll submissions.
Set up payroll cycles in ADP Workforce Now (WFN) in accordance with the annual accounting schedule, ensuring all special payments and deductions are processed.
Complete and review accuracy of weekly payroll transactions including new hires, terminations, leaves, employee information changes, earnings, deductions, adjustments and taxable benefits.
Prepare payroll and general ledger account reconciliations, journal entries, transfers, ad hoc reports,
monthly remittances and investigate discrepancies.
Administer the OMERS pension plan program including enrollments, contributions, reporting and compliance
Maintain payroll records and ensure data integrity within ADP WFN, Business Central and employee files.
Serve as subject matter expert for ADP WFN and time and attendance system by maintaining system configurations, identify discrepancies, provide troubleshooting support for system issues and liaise with service provider to resolve issues.
Provide on-going guidance and training to the payroll team regarding payroll processes and ensure payroll procedures and internal controls are consistently followed.
Identify training needs and recommend development opportunities for the payroll team and other stakeholders on payroll processes.
Develop and document payroll procedures and training materials to support the continuous improvement of payroll processes and controls.
Respond to inquiries from government agencies, auditors, OMERS and external stakeholders.
Review, interpret and implement payroll-related policies and collective agreement changes, ensuring payroll processes and system configurations remain compliant.
Prepare and assist in year-end payroll activities including T4s, taxable benefits, OMERS 119 reconciliation, pension adjustments, EHT and PIER audits.
Maintain high levels of accuracy, qualified demeanor, appropriate levels of confidentiality, excellent customer service, significant support services to others both within and outside of the department.
Act as the first point of contact for hourly payroll issues and inquiries
Participate in projects related to people, culture and corporate services programs.
In absence of Payroll Manager, coordinate the daily payroll activities and functions to ensure smooth operations and provide back-up for payroll specialists as needed.
Perform other duties as assigned.
Several years’ of progressive payroll experience and completion of recognized PCP payroll certification and post-secondary education in a discipline pertinent to the job function is required.
Experience specializing in payroll processing,
payroll reconciliations, basic accounting principles, OMERS and benefits administration in a unionized environment.
Ability to lead, train, and coordinate work of others.
Experience using ADP Workforce Now, Enhanced Time and Attendance and Microsoft Dynamics 365 Business Central is an asset.
Advanced computer proficiency in preparing reports, spreadsheets and correspondence using a variety of computer software packages including MS Office, word processing, Excel and Outlook.
Excellent organizational skills with the ability to prioritize and meet strict deadlines with attention to detail.
Strong analytical skills, problem solving, multitasking and critical thinking coupled with resourcefulness and initiative when managing multiple priorities with tight constraints and with minimal supervision.
Proven customer services and interpersonal skills with the ability to effectively communicate both verbally and written.
Ability to interpret and apply policies, guidelines, legislation and collective bargaining agreements with knowledge of employment-related legislation.
Flexible to work weekends and holidays.
