Must Haves:

Minimum 7 years of enterprise QA/testing experience with large-scale backend applications, distributed systems, APIs, integrations, database validation, and end-to-end workflow testing.

Strong API and web service testing experience, including REST/SOAP, Postman, REST Assured, ReadyAPI, API contract validation, payload validation, authentication, and backend integration testing.

Nice to have

RQ-2026-009750 - Systems Testing/QA Specialist - Senior x2 for Clinical Data Foundation (CDF) Program

The Clinical Data Foundation (CDF) program aims to create the foundation for a cloud native, scalable, and rationalized electronic health record, and to address the future interoperability and clinical data sharing needs of the Agency by establishing a Technology Product Standard for an HL7 FHIR Integration Data Exchange Platform. The ‘Senior System Testing / QA Specialist’ will perform the Quality Assurance Testing Activities by creating and executing the HL7 FHIR resources, Automated test suite for UI, Automated API testing, Functional Testing and Defect Management to ensure the quality of the product.

CDF Objectives:

Enable replacement of the existing ConnectingOntario CDR, supporting the goal of consolidating to a single clinical viewer.

Enable future consolidation of existing data assets onto a common, cloud based technology platform (e.g., DHDR, OLIS).

Support onboarding of new data assets and domains (e.g., Mental Health & Addictions, Primary Care, eReferral).

Ensure compatibility and integration with existing provincial assets and systems (e.g., MOH, CorHealth, IAR) through the use of the Smile CDR platform.

The ‘Senior System Testing / QA Specialist’ will perform the Quality Assurance Testing Activities by creating and executing the HL7 FHIR resources, Automated test suite for UI, Automated API testing,



Functional Testing and Defect Management to ensure the quality of the product.

Responsibilities:
The Senior System Testing / QA Specialist's responsibilities will include, but not be limited to:

Analyze and understand business and technical requirements, business flows/stories, design documents, implementation guides, and data mapping specifications to develop test strategies, test plans, test cases, and automated test scripts. Execute automated testing across multiple non-production environments supporting the Clinical Data Foundation (CDF) Program and other integrated healthcare systems.

Perform testing and validation of HL7 FHIR R4 resources, including Patient, Practitioner, PractitionerRole, Organization, Location, Encounter, and other related resources.

Validate FHIR Implementation Guide (IG) profiles, including profile conformance, cardinality constraints, terminology bindings, and data quality requirements.

Validate HL7 v2 to FHIR R4 mappings, transformations, and end-to-end data flows to ensure data integrity, interoperability, and compliance with implementation specifications.

Analyze, plan, design, build, implement, execute, and maintain automation testing frameworks, automated test cases, and automation scripts for UI and API validation.

Utilize automation toolsets to generate, manage, and validate complex test data.

Log, track, and manage defects using Jira.

Collaborate with the QA Lead and project partners, including Project Managers, IT Leads, and Business Analysts, in the analysis, design, development, implementation, and ongoing support of systems from a quality assurance and testing perspective.

Collaborate effectively with cross-functional teams across multiple programs and initiatives, promoting automation best practices, standards, and continuous improvement throughout the organization.

Provide input to the QA Lead for test effort estimation, and contribute to the development of test strategies, test plans, and test execution reports.





Collaborate with business partners to support business acceptance and release readiness activities, assess testing outcomes, identify quality risks, and provide recommendations to support Go/No-Go decisions and production deployments

Apply technical knowledge and experience to collaborate effectively with internal and third parties Development, Architecture, and Infrastructure teams.

Perform testing within an Agile Scrum delivery model while adhering to DevOps and CI/CD principles and practices.

Mentor and train QA team members on automation frameworks, tools, and best practices to support program delivery.

Desired Skills:

Health-Care Domain knowledge with hands-on experience in FHIR (Most preferred) and/or HL7 v2, v3 (preferred)

Knowledge and experience with testing HL7 FHIR (Quick Healthcare Interoperability Resources) messages and data structures and/or HL7 v2, v3

Knowledge and experience with Microsoft ecosystems (e.g., Power BI, Dynamics 365, SharePoint)

Manual and Automated test cases, test scripts

Traceability Matrix

Daily and weekly testing summary report

Additional Terms
The term of this Engagement Assignment is for 254 Business Days, with an option to extend for up to an additional 254 days at the Agency’s discretion. The Engagement Assignment may be extended for unused Business Days at the Agency’s discretion.

The resource will comply with the Agency’s policies and procedures.

The resource will be issued an Agency laptop and is expected to provide at least one additional monitor, an external keyboard and a mouse at their own expense. In addition, when the resource is working from their home location they must have a private office space and are not permitted to work in an open communal space. Internet connection must be hard-wired and suitable bandwidth to support the IT requirements of this role. If these conditions cannot be met within their home office space, the resource will transition to full time in office, and the hybrid option will no longer be available.

The Agency systems cannot be accessed from outside the province of Ontario, and Agency assets including laptops and related equipment cannot be removed from the province of Ontario, without prior written approval from the Agency.
