The ministry is seeking a vendor resource, Senior Software Developer (Full Stack), with MERN (MongoDB, Express, React, Node.js) expertise, to support the ongoing enhancements of the Ceres application. Introduced in February 2023, Ceres improves the collection, management, and accessibility of plant health data, providing stakeholders with timely access to critical current and historical information while supporting the efficient detection and management of pest threats.
Ceres is built using the MERN technology stack and hosted within the Azure OPS tenant. The vendor resource will be responsible for designing and implementing enhancements, bug fixes, technical improvements, and platform upgrades based on evolving business requirements, updating project architecture documents, and vendor offboarding knowledge transfer documentation.
In addition to development responsibilities, the vendor resource will provide support for solution design documentation and support governance reviews, ensure solution alignment with OPS standards, and assist with knowledge transfer activities.
Work Location & Schedule The work location will be based at 40 St. Clair Avenue West, Toronto or 1 Stone Road West, Guelph.
This position is listed as "On-site". The resource is expected to work 7.25 hours per calendar day between the standard working hours of 9:00 AM and 5:00 PM (excluding lunch breaks), Monday to Friday.
Experience Requirements Mandatory Skills & Experience 7+ years of full-stack development experience using the MERN (MongoDB, Express, React, Node.js) technology stack.
4+ years of experience developing, maintaining, and updating technical documentation, including build books, deployment procedures,



release management documentation, and operational/support documentation.
Experience designing, developing, testing, and implementing application enhancements and technical improvements, including solutions that comply with the Accessibility for Ontarians with Disabilities Act (AODA).
Experience working in Agile software delivery environments.
Knowledge of IT security best practices and authentication protocols, including OAuth 2.0 and SAML.
Experience [RL1] updating and maintaining solution design artifacts, models, diagrams, and supporting documentation.
Experience collaborating with business and technical stakeholders to ensure solution alignment with functional, technical, security, privacy, integration, and cloud requirements.
Experience supporting architecture, security, privacy, and governance review processes by providing technical input, documentation, and implementation expertise.
Experience providing knowledge transfer to support operational continuity and future activities.
Desirable Skills & Experience Experience building and deploying cloud-native solutions in Microsoft Azure.
Experience working on agricultural data collection and analysis applications.
Familiarity with Government of Ontario Information and Technology Standards (GO-ITS).
Experience with source control,



DevOps, CI/CD pipelines, and related tools such as Azure DevOps and Git.

Excellent verbal and written communication skills, including meeting facilitation, requirements gathering, and consensus-building.
