Position Details Transportation and Infrastructure - Government of Newfoundland and Labrador This position reports to the Director of Municipal Infrastructure and is responsible for a wide range of engineering services related to civil and municipal infrastructure. The incumbent directs the provision of engineering assistance to communities through regional staff, consultants, and contractors for the evaluation, design, construction, operation, upgrading, and maintenance of municipal infrastructure; makes recommendations on projects applications regarding the various provincial Capital Works Programs, Federal/Provincial Infrastructure and Special Assistance Programs reviews the status of approved projects on a regular basis, assists with procurement of consultants and construction professionals, Reviews technical submissions, assess change order requests, and processes payment requests from the municipalities. The incumbent also administers infrastructure projects associated with the Disaster Relief Program or other such programs.
The position is responsible for the day-to-day administration of the engineering staff within the Central Region; participates on various local and provincial committees; and prepares correspondence on behalf of the department; and provides presentations to various parties such as councils. The incumbent will be asked to apply problem solving skills while at the same time utilizing soft skills appropriate for the individual/s they are dealing with. At times will be required to provide briefings and /or decision notes to the Director.
Will be required at times to engage in verbal and written communication with peers, GNL executives, staff of municipalities, elected officials, and federal counterparts.
Screening
Criteria
Graduation from an accredited university with a degree in Civil Engineering. Other engineering disciplines will be considered
Registered as a Professional Engineer (P. Eng) with a Canadian Professional Engineering Association
Experience in project management related to civil or municipal infrastructure engineering projects
Experience in managing resources (human, financial and operations) Assessment Criteria
Knowledge of civil or municipal infrastructure engineering services, practices and related work, regulations and policies, codes and standards.
Knowledge of safety for engineering and construction and related regulations, policies and practice.
Knowledge of best practices regarding estimating and scheduling.
Knowledge of the Public Procurement Act.
Resource management skills (human, financial and operations).
Project management skills.
Ability to effectively exchange information.
Ability to make independent decisions and solve problems.
Professionalism Conditions of Employment

Valid Province of Newfoundland and Labrador Class 05 license
Current driver’s abstract satisfactory to the Employer
Membership or immediate eligibility for membership as a Professional Engineer (P. Eng) with the Association of Qualified Engineers and Geoscientists of Newfoundland (PEGNL) Conditions of Acceptance
Travel throughout the Region may be required
Required to be accessible to address issues on an emergency basis with respect to concerns arising from natural events and unexpected situations
Required to wear safety equipment such as safety boots, hard-hat, safety vests, safety glasses and personal protection measures when completing onsite inspections and overseeing construction
