Position Summary The HSE Lead is responsible for leading, implementing, and continuously improving ALCO's Health, Safety & Environment program across its operations. Working closely with management, supervisors, employees, contractors, and clients, the HSE Lead will ensure ALCO maintains a safe, compliant, and productive workplace.

The successful candidate will be a visible safety leader who can confidently work in a hands-on industrial environment and build strong relationships across all levels of the organization. They will promote a proactive safety culture while ensuring compliance with applicable legislation, company policies, client requirements, and industry best practices.

Key Responsibilities

Compliance & Regulatory Requirements

- Ensure compliance with applicable Alberta legislation, OHS requirements, environmental regulations, client requirements, and industry standards.
- Maintain required HSE documentation, records, permits, inspections, and reports.
- Ensure compliance with requirements related to WHMIS, First Aid, incident reporting, training, hazard assessments, emergency preparedness, and other applicable regulations.
- Monitor legislative and regulatory changes and communicate relevant updates to management and employees.
- Support internal and external audits and ensure corrective actions are completed effectively and on time.

Training & Communication

- Develop, coordinate, and deliver HSE orientations for new employees, subcontractors, and visitors.
- Coordinate ongoing safety training, toolbox talks, safety meetings, and awareness initiatives.
- Maintain accurate records of employee and contractor HSE training and certifications.
- Communicate key HSE requirements, changes, incidents, and lessons learned to employees and management.
- Maintain safety communications, including HSE bulletin boards, notices, alerts, and other communication tools.

Hazard Identification & Risk Management

- Conduct and support hazard assessments and risk assessments across ALCO's work areas and operations.




- Ensure Job Hazard Assessments, Safe Work Practices, Protected Work Procedures, and other required documentation are current and effective.
- Identify potential workplace hazards and recommend practical corrective and preventative measures.
- Conduct regular workplace inspections and follow up on deficiencies.
- Work with supervisors and employees to develop solutions that improve workplace safety without compromising productivity or quality.

Incident Management & Investigations

- Lead and coordinate investigations of incidents, near misses, injuries, property damage, and other safety-related events.
- Identify root causes and develop appropriate corrective and preventative actions.
- Ensure incidents are properly documented and reported within required timelines.
- Follow up with supervisors and employees to ensure corrective actions are implemented and effective.
- Track incident trends and communicate lessons learned throughout the organization.
- Maintain accurate statistics and reporting related to incidents, injuries, WCB claims, medical aids, lost-time injuries, and other HSE metrics.

HSE Reporting & Continuous Improvement

- Provide regular HSE reports, statistics, and updates to management.
- Monitor leading and lagging HSE indicators and identify areas for improvement.
- Develop and implement initiatives designed to reduce incidents and improve overall safety performance.
- Maintain accurate HSE records and documentation.
- Participate in management meetings and provide recommendations regarding HSE performance and priorities.

Employee & Contractor Engagement

- Build strong working relationships with employees, supervisors, managers, contractors, and clients.
- Coach and support supervisors in their HSE responsibilities.
- Encourage employees to actively participate in identifying hazards and improving workplace safety.
- Promote accountability at all levels while maintaining a respectful and collaborative approach.
- Support positive employee relations through effective communication, coaching, and engagement.

Qualifications & Experience:

- 5+ years of progressive HSE experience, preferably within welding, fabrication, machining, industrial services, construction, or a similar heavy industrial environment.
- Strong knowledge of Alberta Occupational Health and Safety legislation and applicable workplace safety requirements.




- Experience developing and implementing HSE policies, procedures, and programs.
- Experience conducting hazard assessments, workplace inspections, and incident investigations.
- Strong knowledge of WHMIS, First Aid requirements, emergency response, and other applicable safety programs.
- Experience delivering safety orientations, toolbox talks, and employee training.
- Strong understanding of contractor management and industrial workplace hazards.
- Excellent communication, organizational, and interpersonal skills.
- Ability to work independently while also collaborating effectively with management and operations.
- Strong attention to detail and ability to maintain accurate records and documentation.
- Proficiency with Microsoft Office and HSE reporting/documentation systems.
- A recognized HSE designation or certification such as CRSP, NCSO, OH&S; Certificate, or equivalent is considered an asset.
- Experience with ISO 9001 or integrated management systems is considered an asset.
- Valid driver's license and ability to travel to ALCO work sites as required.
- Develop, maintain, and communicate HSE policies, procedures, standards, and safe work practices.
- Promote a strong, positive safety culture throughout the organization and lead by example.
- Ensure employees, supervisors, contractors, and visitors understand and follow ALCO's HSE requirements.
- Work closely with management and operations to identify safety opportunities and implement effective corrective actions.
- Support company initiatives and policies while ensuring HSE remains integrated into day-to-day operations.
