New Value Solutions, a national IT consulting company, is seeking a Lead Program Manager to support our client’s Digital Workplace Services Transformation Program. This senior role will lead integrated program planning, governance, transition readiness, and implementation coordination for the next generation of workplace technology services across British Columbia’s public healthcare system.

The successful candidate will bring extensive experience leading large-scale enterprise technology transformation, sourcing, service transition, outsourcing, insourcing, and managed-services initiatives. Working with health authority executives, procurement specialists, service architects, vendors, and clinical, operational, technical, commercial, and financial stakeholders, the consultant will support the Procurement Executive Steering Committee and help ensure continuity of service while the organization transitions from the current WEST agreement to a modular, outcomes-based Digital Workplace Services model.

Responsibilities

- Develop and maintain integrated transformation roadmaps, implementation plans, milestone schedules, and program workplans.
- Translate strategic objectives into actionable deliverables, implementation activities, resource requirements, and measurable outcomes.
- Coordinate the sequencing of work across multiple initiatives, projects, workstreams, and stakeholder groups.
- Identify and manage critical-path activities, dependencies, constraints, risks, issues, and competing priorities.
- Lead service-transition planning and coordination for future-state services, accountability changes, and operating-model implementation.
- Develop transition-readiness criteria, implementation frameworks, cutover plans, and progress-monitoring processes.
- Coordinate transition activities across internal teams, vendors, service providers, health authorities,



and external partners.
- Establish integrated governance, planning, reporting, and decision-making processes across procurement, service architecture, commercial, operational, and transition workstreams.
- Ensure program decisions, deliverables, dependencies, and timelines remain aligned across all participating groups.
- Develop executive dashboards, milestone reports, status updates, briefing notes, decision materials, and recommendations.
- Support the Procurement Executive Steering Committee and other governance forums by providing strategic and tactical program-management support.
- Escalate risks, issues, barriers, and decisions requiring executive direction.
- Facilitate collaboration among clinical, operational, technical, procurement, commercial, financial, vendor, and executive stakeholders.
- Support sourcing, procurement, transition, and implementation-readiness activities for the future Digital Workplace Services model.
- Maintain continuity of service throughout the transition from the current Workplace Evolving Services and Technologies agreement.

Requirements

- 10+ years of experience leading large-scale enterprise technology transformation, sourcing, transition, or service-modernization programs.
- Demonstrated experience developing and managing complex program roadmaps, implementation plans, governance frameworks, milestone schedules, and executive-reporting processes.
- Proven experience leading large, multi-stakeholder initiatives involving procurement,



outsourcing, selective insourcing, service divestiture, managed services, or hybrid service-delivery strategies.
- Strong knowledge of program-management disciplines, including dependency management, risk management, change management, resource planning, and implementation planning.
- Experience coordinating cross-functional teams comprising technical, operational, procurement, commercial, financial, vendor, and executive stakeholders.
- Demonstrated experience developing transition strategies, readiness criteria, implementation frameworks, and service-continuity plans.
- Experience supporting executive governance bodies through decision materials, briefing notes, dashboards, status reports, and strategic recommendations.
- Knowledge of Digital Workplace Services, including technical and clinical service desks, endpoint management, device procurement, asset management, device lifecycle management, technology refresh programs, IT service management, and information security.
- Experience with enterprise-level IT sourcing or procurement initiatives.
- Experience working in public-sector, healthcare, or another highly regulated environment is strongly preferred.
- Experience leading complex sourcing, transition, and service-redesign initiatives is strongly preferred.
- Skilled certification such as PMP, PgMP, ITIL, Prosci, or an equivalent program-management, supply-chain, or procurement certification is preferred.
- Excellent communication, facilitation, stakeholder-engagement, analytical, executive-presentation, and conflict-resolution skills.
