New Value Solutions, a national IT consulting company, is seeking a Deal Architect / Procurement Strategy Lead to support our client’s Digital Workplace Services Transformation Program. This senior strategic role will lead the development of the sourcing strategy, commercial model, contract architecture, and negotiation approach for the next generation of workplace technology services across British Columbia’s health sector.

The successful candidate will bring extensive experience in large-scale public-sector sourcing, managed IT services transformation, complex commercial negotiations, and outcomes-based contracting. Working with health authority executives, procurement specialists, legal counsel, financial and technical teams, and industry participants, the consultant will provide strategic recommendations to the Procurement Executive Steering Committee and support procurement and transition planning for the future Digital Workplace Services program.

Responsibilities

- Develop and recommend the overall procurement and sourcing strategy for next-generation Digital Workplace Services.
- Evaluate procurement options, including competitive procurement, contract extensions, hybrid approaches, and phased service transitions.
- Design a modular, outcomes-based service model that supports flexibility, accountability, innovation, and future changes in scope.
- Lead market engagement activities, including market scans and requests for information, to assess supplier capabilities and sourcing options.
- Develop transparent commercial, pricing,



and Total Cost of Ownership models that provide clear visibility into costs and value.
- Establish cost controls, mark-up limits, and commercial incentives for automation, innovation, and continuous service improvement.
- Define clear service scope, supplier responsibilities, performance measures, SLAs, incentives, and financial remedies.
- Develop contract terms covering governance, service accountability, ITSM platform and data ownership, and vendor performance reporting.
- Create the negotiation strategy and mandate, and lead complex commercial and contract negotiations.
- Advise executive steering committees and collaborate with clinical, operational, technical, financial, procurement, and legal stakeholders.
- Support procurement planning and the transition from the current outsourcing agreement to the future digital workplace service model.

Requirements

- 10+ years of experience as a Deal Architect, Commercial Director, Lead Negotiator, Procurement Strategy Lead, or similar senior role.
- Extensive experience with enterprise IT outsourcing, managed services, digital workplace services, or complex technology procurements.
- Proven experience developing sourcing strategies, procurement pathways, commercial models,



pricing structures, and contract frameworks.
- Experience leading large-scale public-sector or regulated procurement, contract transformation, and commercial negotiation initiatives.
- Strong knowledge of modular, multi-vendor, and outcomes-based service-delivery models.
- Experience developing measurable SLAs, performance incentives, financial remedies, governance structures, and supplier accountability frameworks.
- Strong financial and commercial acumen, including Total Cost of Ownership, cost transparency, fee management, and value-based pricing.
- Experience transitioning organizations from large monolithic outsourcing agreements to more adaptable service-delivery models.
- Experience advising executive steering committees, boards, health authority executives, or equivalent senior governance groups.
- Strong understanding of IT service management, ITIL practices, and modern ITSM platforms such as ServiceNow.
- Experience with automation, AI-enabled services, or digital workplace modernization within a managed-services environment is an asset.
- Relevant certifications such as MCIPS, CPCM, CCCM, PMP, ITIL, or ServiceNow are preferred.
- Excellent negotiation, stakeholder-management, analytical, presentation, and executive-communication skills.
