SCOPE

Reporting to the Vice-President, Research, Innovation, and Impact (VPRII), the incumbent oversees the development and operations of the VPRII sector. This role involves understanding, through close functional relationships with the VPRII units, their broad range of activities and ensuring effective and efficient administrative arrangements linked to budget and finance, management of human resources, and adherence with compliance criteria and standards both within the university and beyond. The incumbent supports evaluation and reporting to assess overall effectiveness across each of the VPRII unit’s goals.

Additionally, they orchestrate the leadership meetings for the VPRII Sector as a whole, to ensure responsible oversight of strategy and operations within the sector as well as to ensure alignment with university-wide priorities. The incumbent is expected to offer guidance to the VPRII and may spearhead the development and execution of new initiatives aligned with the sector's strategic goals.

PRIMARY RESPONSIBILITIES

- Act as a member of the executive team by leading or participating in strategic planning, policy development, staffing decisions, and other critical areas. Offer guidance and counsel to the VPRII and reporting units within the OVPRII sector on operational, administrative, and sector-wide priorities.
- Support and oversee the administrative operations of the VPRII Sector units such as the Office of Research, the Research Institutes, District 3, Concordia International, the Gallery, 4th Space and the Animal Care Facility.
- In coordination with the leadership team of the School of Health, oversee and manage the administrative operations of the School including all non-academic personnel issues, efforts to improve the services offered through the School as well as supporting the key committees of the School.
- In coordination with the leadership team of the VPRII, develop and maintain organizational plans and staffing structures for the sector, secure necessary budget allocations, define role profiles and responsibilities, and manage sector-wide human resource functions.
- Manage and advise on all human resources activities of the OVPRII sector. Evaluate and recommend staffing and training needs. Ensure compliance with university personnel policies and procedures.
- In coordination with unit leadership, negotiate, represent, hire, supervise,



assign work, resolve conflicts, and solve problems for all staff in the OVPRII and reporting units. Provide guidance and direction on HR processes and policies; guide and participate, as appropriate, in evaluation/interviewing of applicants and hiring of administrative personnel in other units of the sector.
- Foster and maintain close working relationship and lines of communication with the leaders across the VPRII Sector (Associate Vice-Presidents, Dean School of Health, directors and managers) and liaise with senior members of the internal community, external stakeholders, government agencies, and institutions.
- Oversee and advise on organizational reviews within the OVPRII and reporting offices in order to promote a sector-wide culture of efficiency and maximize administrative services to OVPRII individual clients and institutional communities; confer with administrative leaders, evaluate input from sector units and make operational recommendations related to human and other resource needs; continuously monitor processes, and liaise with relevant university departments, to achieve continued effectiveness and a high-level of service.
- Provide input and advice and participate as a member of the executive team with respect to sector-wide and unit specific priorities and projects.
- Serve as the representative of VPRII on various committees and working groups addressing university-wide issues.
- In coordination with the leadership team of the VPRII, manage the operational and special contingency budget of the OVPRII, overseeing budgeting for units reporting to the OVPRII and authorizing appropriate expenditures.
- Manage special projects by defining scope, devising action plans and timelines, coordinating execution, and reporting on outcomes and challenges.
- Undertake other duties and projects related to the functions of the sector.

QUALIFICATIONS

- Master’s degree (Master of Business Administration or a field related to the primary responsibilities) with over seven years of pertinent work experience, including at least five years in a supervisory and/or management role, preferably within a university or higher education environment.
- Experience working in a unionized environment, with demonstrated knowledge of and adherence to collective agreements.
- Thorough knowledge of the university environment including operational, administrative, and academic aspects.
- Thorough knowledge of the Quebec and Canadian higher education and research funding systems.
- Excellent interpersonal, communication, leadership, and team-building skills, with the ability to build effective relationships across diverse stakeholder groups.
- Strong planning, organizational and problem-solving skills, as well as, the ability to set individual and team priorities.
- Demonstrated ability to empower employees and foster a collaborative, inclusive and growth-oriented work environment.
- Demonstrated ability to maintain a high degree of professionalism and discretion commensurate with the Office of the VPRII.
- Demonstrated ability to think strategically,



lead planning initiatives, and oversee complex projects while meeting established objectives, timelines, and budgetary parameters.
- Solid negotiation, influencing, and consensus-building skills.
- Strong attention to detail and commitment to accuracy.
- Very good knowledge (Level 5) of spoken and written English and good knowledge (Level 4) of spoken and written French in order to write and edit correspondence, provide and interpret detailed information, and deal with complex situations in both official languages.
- Proficiency with Microsoft Office applications; positive knowledge (Intermediate level) of Word, Excel, and PowerPoint, along with the ability to leverage and evaluate emerging technologies, including AI-enabled tools, to enhance administrative effectiveness and operational efficiency.
