Job Summary

The Vocational Rehabilitation Consultant (VRC) provides guidance, direction and consultative services to WCB's Case Management department, injured workers and employers. The incumbent assesses VR benefit eligibility, develops plans which support workplace reintegration and post-injury employability, assesses accommodation or alternate employment potential, makes recommendations for training or skill set enhancement(s), facilitates work experience placements and provides job search support services.

Job Duties:

Consults with Case Managers, injured workers and employers to design, implement, and monitor and modify vocational rehabilitation plans; provides VR Services related information on goals, roles and responsibilities; determines needs and ensures adherence to applicable legislation, policy and procedure. Assesses referred RTW case files to determine viability of retraining or additional services in the context of the injury employer environment; collects,



assembles and analyzes information from multiple sources.

Schedules and conducts in-depth informational interviews; provides initial and on-going support and services to injured workers; assesses the potential applicability of injured worker relocation on rural Manitoba files; documents initial assessment in the form of an eligibility recommendation for Case Management consideration/approval.

Consulting with Case Managers, identifies potential accommodation needs and assesses the ability and willingness of employer participation; provides accommodation based cost forecasting.

Gathers labour market information (LMI) from internal and external sources, attends training institutions for informational interviews, completes comparative Financial Implication Reports (FIRs) and conducts transferable skills analysis, obtains injured worker aptitude testing results.

Researches, analyzes and develops NOC based earning capacity assessments, essential components in the development of vocational rehabilitation plans; compiles labour market information from various sources such as employers, HRDC, Government of Canada Job Bank, etc.

Actively builds and cultivates a network of disability management and labour market contacts to promote, foster, facilitate and reinforce positive reintegration opportunities for injured workers.

Facilitates suitable work experience placements; analyzes host environment conditions and opportunities, makes recommendations for technical aids and/or special employment needs; engages in proactive barrier removal where feasible.

Provides job search support services including reintegration counseling, job leads and referral coordination to WCB's employment preparedness workshops (Crossroads).

Ensures the timely authorization and provision of approved VR plan related medical aid expenditures (e.g. travel expenses, tuition and tutoring).

Monitors, assesses and recommends ongoing VR benefits and services; completes quarterly progress summary reports on all active files; prepares VR plan conclusion and employability documentation.

Communicates and coordinates service provision of external providers.

Participates in the ongoing development, meetings and interests of VR Services; identifies and recommends opportunities for improvement in service, system or policy changes.





Pursues professional and personal development through continuing education and training, literature reviews, workshops and seminars, etc.

Performs other related duties as assigned.

Qualifications:

University degree in a related discipline (e.g., Vocational Counselling, Disability Studies, Rehabilitation Counselling, Nursing, Social Work, Sociology, Physiotherapy, Psychology, Occupational Therapy or Kinesiology) and a minimum of four (4) years directly related experience in disability management with at least two (2) years in vocational rehabilitation counseling or in the development of vocational rehabilitation plans, or an equivalent combination of education and experience Knowledge of vocational and psychological assessment tools, labour market and employment trends, vocational rehabilitation principles and practices, disability management, cost forecasting, and supportive job search techniques

Knowledge of human behaviour principles, interviewing techniques, referral procedures and community based resources/agencies

Proficiency in the use of personal computers and software in a Windows environment

Strong research and analytical skills demonstrated by the ability to obtain, assess and evaluate information to support decisions

Superior interpersonal skills including negotiating and persuading with the ability to utilize tact, discretion, integrity and professionalism in dealing with complex and potentially contentious issues

Ability to build and foster trusting and respectful relationships with stakeholders

Ability to work under pressure and manage multiple demands

Ability to work independently and collaboratively with multiple stakeholders with multiple agendas

Must have a valid driver's license, access to a vehicle and be able to travel

Registered Rehabilitation Professional (RRP) designation through the Vocational Rehabilitation Association of Canada (VRA Canada) would be an asset

Additional Information

Ability to communicate proficiently in both official languages (English & French) is an asset. A satisfactory criminal record check and verification of education will be required for the successful candidate.
