JOB SUMMARY: The Facilities Maintenance Supervisor reports to and works under the direction and supervision of the Manager of Parks and Recreation.

The Facilities Maintenance

Supervisor is responsible for the overall management and coordination of maintenance operations within the Parks & Recreation Department. This includes providing leadership, scheduling, and directions to staff, while overseeing the daily upkeep of all facilities. This role ensures facilities are clean, safe, and fully functional for community use by managing resources, assigning staff, and developing and implementing maintenance plans while ensuring safety standards are followed. The supervisor oversees preventative and corrective maintenance, regulatory compliance, and efficient use of resources to support smooth operations across all parks and recreational facilities.

BASIC QUALIFICATIONS:

- College diploma in Facility/Building Maintenance, Recreation Operations, or related technical field, OR Bachelor’s degree in a related field, OR equivalent combination of post-secondary education, trades certifications, and 3–5 years of progressive supervisory experience.
- Must be willing to become a member of Ontario Recreation Facilities Association (ORFA).
- Must possess or be willing to obtain within 6–12 months:
- Basic Arena Refrigeration (ORFA)
- Safe Ice Resurface Operator (ORFA)
- Recreation Facility Cleaning, Disinfection, and Sanitizing Principles (ORFA)

- Strong knowledge of maintenance procedures, safety regulations, budgeting, and team leadership/performance management.
- Physical ability to perform hands-on tasks (lifting, climbing, equipment operation, working in cold or outdoor environments).
- Proficiency using computers, maintenance software, scheduling tools, digital booking systems, digital signage, and Microsoft Office applications (Word, Excel, Outlook).
- Flexible availability for evenings, weekends, holidays and after-hours callouts.
- Valid driver’s license and reliable vehicle.

KNOWLEDGE AND SKILLS:

Other Related Skills:
- Experience in arena operations, ice resurfacing, or artificial ice maintenance.
- Experience with refrigeration systems, building mechanical systems, and facility equipment (HVAC, boilers, plumbing, electrical).
- The following certifications are considered assets: Legal Awareness I – Supervising in a Recreation Environment (ORFA); Legal Awareness II – Managing in a Recreation Environment (ORFA); Ice Making & Painting Technologies (ORFA); Ice Maintenance & Equipment Operations (ORFA); First Aid & CPR
- Certified Ice Technician (CIT) designation is considered an asset; candidates without CIT may be supported to obtain the designation within 2–3 years of hire.
- Strong problem-solving and decision-making abilities in both routine and urgent situations.
- Effective communication and interpersonal skills to work with staff, contractors, and community members.
- Ability to prioritize multiple tasks and adapt to seasonal or event-driven operational needs.




- Experience coordinating contractors, vendors, inspections, and service providers.
- Effective interpersonal, communication, and customer service skills to work with staff, user groups, contractors, and community members.
- Knowledge of turf management, horticulture, irrigation systems, and groundskeeping equipment (asset).
- Experience working with First Nations communities, organizations, or community members on programs, services, or facility operations (asset).
- Knowledge of Indigenous cultural safety practices and approaches to community engagement (asset).
- Commitment to fostering a safe, inclusive, and service-focused environment.
- Proficiency in maintenance planning, scheduling, and resource allocation.
- Willingness to undergo vulnerable sector check.

As a Parks and Recreation Maintenance Supervisor, errors in your duties can have significant consequences across various areas, including operations, public safety, resource management, and community satisfaction.

Technical errors, such as inadequate or incorrect maintenance, can lead to facility and equipment damage, service interruptions, and safety hazards, posing serious risks to public safety and potentially resulting in legal liabilities.

Administrative errors, like mismanagement of the maintenance budget and poor resource management, can cause budget overruns, inefficiencies, and compliance issues, resulting in fines, legal actions, and damage to the department's reputation.

Communication errors can create public relations problems, misunderstandings, dissatisfaction, and coordination issues within the team, reducing overall productivity.

Other errors, such as inadequate supervision and training, can negatively impact employee morale, leading to lower productivity, increased turnover, and higher training costs for new staff, as well as project delays and increased costs, affecting the development plans for parks and recreational facilities.

To minimize these impacts, it is essential to implement regular training, robust planning, clear communication, frequent inspections, budget monitoring, and compliance checks.
