Overview

The Engineering Technologist II provides technical support for engineering capital projects, utility services, subdivision and development review, and related records, reports, and bylaws. This position supports engineering capital projects through planning, design review, construction support, and close-out in accordance with approved standards, budgets, and asset management objectives. This position also reviews subdivision applications for compliance with RDCO bylaws, servicing requirements, and provincial legislation; drafts referral responses and communicates requirements.

Responsibilities

1. Support capital projects:

- Assist in preparing draft scope summaries including location, problem statement, service area, preliminary risks and approvals
- Track project budgets, schedules, invoices, and deficiencies using established templates and systems
- Compile and review project invoices and supporting documentation for accuracy and alignment with approved budgets
- Assist with procurement processes by drafting scopes of work and supporting documentation
- Maintain project status information, coordinate routine contractor and consultant workflow and communication, and update progress trackers following meetings and site reviews

1. Assist applicants with subdivision servicing and process questions:

- Provide guidance on subdivision approval processes and required documentation
- Responds to routine inquiries related to subdivision servicing and requirements
- Draft documentation and correspondence outlining servicing conditions, deficiencies, and required next steps for review

1. Assess works and services requirements, fees and charges, and Development Cost Charges:

- Calculate development cost charges according to RDCO bylaws
- Assess compliance of application with bylaws, legislation and standards and recommend deficiency improvements
- Draft referral comments

1. Review subdivision plans, design drawings, water modelling submissions, sanitary sewer assessments and other related documents for compliance,



and provide findings to the Municipal Engineer along with recommendations for action.

2. Field Reviews

- Conduct field reviews of infrastructure construction activities under direction
- Observe testing and commissioning activities to verify compliance with requirements
- Document site conditions, existing assets, deficiencies, and deviations from approved designs
- Prepare inspection records, including photos and deficiency reports

1. Provide input on utility projects:

- Assist with design reviews and track contractor submittals, deficiencies, and project documentation
- Review requests and recommendations from Utility Operations Team and supports preliminary project scoping and analysis

1. Supports evaluation of applications for servicing feasibility and RDCO Bylaw compliance.

- Review development proposals, referrals and related servicing inquiries for RDCO servicing and infrastructure impacts, including on utility systems and identify resulting requirements such as access and servicing considerations.
- Provide findings and recommendations for review

1. Liaise with Interested Parties

- Coordinates with internal and external parties such as members of the public and Interior Health to support project and development activities

1. Assists with development of documentation and administrative processes.

- Draft updates to policies and technical documentation
- Assist with servicing agreements and easement documentation
- Support grant applications and funding submissions with technical information
- Assist with documentation for emergency response and infrastructure incidents
- Compiles and analyzes performance data and metrics

Other duties as assigned.





Qualifications

Training and Experience Required:

- Civil Engineering Technology Diploma or equivalent.
- Three years of related municipal engineering experience, including at least 12 months of capital project management.

- Member of, or eligible for membership in, ASTTBC
- Project Management certification an asset.
- Valid Class 5 BC Driver’s Licence.

Knowledge, Skills and Abilities Required:

- Knowledge of applicable legislation and engineering standards.
- Knowledge of subdivision, development, utility, infrastructure, and asset management practices.
- Ability to interpret drawings, reports, calculations, specifications, and legal documents.

- Ability to communicate technical information and maintain effective working relationships; using courtesy and tact to share, obtain, or explain information.
- Excellent interpersonal skills and the ability to work independently and in a team
- Strong, problem solving and analysis, organization, prioritization and time management skills

- Excellent judgement and decision making
- Proficiency with keyboard required (accurate and of at least 50 WPM)
- Proficiency with Microsoft Office; and ability to gain proficiency in current software as adopted by work unit

- Working knowledge of GIS and AutoCAD software.

$43.22 /Hour

Work Conditions

- Physical Effort: Primarily seated work; occasional field work of short duration on uneven terrain while traversing field locations
- Physical Environment: Office setting with occasional field work in variable weather
- Mental Stress: Occasional exposure to complaints, competing priorities, and time-sensitive inquiries.

- Sensory Attention: Frequent review of technical documents, for 1-2 hours at a time, for accuracy and compliance.

Additional Information

This is a CUPE 338 position that works 35-hours per week.

The schedule for this position is Monday to Friday, 8:00 am to 4:00 pm. This position will close on the evening of Sunday, August 23rd, 2026.
