The purpose of the Budget Director role within the Office of Higher Education is to oversee the development and management of the agencys budget, guaranteeing an alignment with organizational goals and objectives. This involves reviewing accounting, budgetary, payroll, procurement and fiscal activities necessary to ensure the agency’s budgets function at a high level and fulfill all legal and compliance requirements. The Budget Director reports to the Chief Financial Officer (CFO) and collaborates closely with various stakeholders, including department managers, program managers and external agencies, to coordinate budgetary activities and ensure compliance with regulatory requirements. Collaborating with the CFO, the Budget Director assists in developing annual and biennial budgets, facilitates budget submissions and manages budget implementation. The Budget Director plays a crucial role in maintaining the agency’s financial stability and effectiveness. An employee in this class should possess strong analytical and negotiation skills, attention to detail and the ability to communicate effectively with diverse stakeholders. Additionally, they must demonstrate proficiency in budget development, financial analysis and regulatory compliance to effectively fulfill the responsibilities of the Budget Director role.
In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota further than 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date.
The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state.
