RResponsibilitiesApplied to both the process and the outcome of thinking out and specifying the overall structure, logical components, and the logical interrelationships of a computer, its operating system, a network, or other conception.Defines the structure and relationship among applications, including the identification of re-usable components, quality level metrics, the organization and layering of software, and the determination of interfaces.Responsibilities also include developing, implementing and managing at least one cross-platform application in a large and distributed environment, monitor the whole system, understand all interactions between components on a given level of abstraction, as well as to define limitations and requirements for source code.Defines the interactions between application packages, databases and middleware systems.General SkillsExperience in the development and implementation of application architectures at the specified experience levelExtensive experience with at least two different computing platforms, operating systems, environments, database technologies, programming languages and communication protocolsExperience with middleware and gatewaysKnowledge of performance considerations in different environmentsExperience in structured methodologies for the design, development and implementation of applicationsExtensive experience in systems analysis and design in large systems environmentsExperience in the use of development tools, Computer Aided Software Engineering ( C A S E ) tools, information retrieval packages, and other software tools such as project management software and business re-engineering softwareExperience in the use of data and process modelling methodologies, techniques and tools, including a working knowledge of metadata structures, repository functions,



and data dictionariesExperience in developing enterprise architecture deliverables (e.G. models)Awareness of emerging I&IT trends and directionsExcellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skillsA team player with a track record for meeting deadlinesDesirable SkillsKnowledge and understanding of object-oriented analysis and design techniquesExperience in developing enterprise architecture deliverables (e.G. models) based on Ontario Government Enterprise Architecture methodologies, processes and practiceKnowledge and understanding of Information Management principles, concepts, policies and practicesExperience designing detailed functional and technical requirements for new and existing business solutionsExperience developing enterprise architecture deliverables (e.G. models and documentation)Experience leading multi-tier application infrastructure design, documentation and configuration for medium or large corporate implementationsExperience designing, developing, implementing and maintaining large complex applications, workflow processes and dynamic formsExperience RequirementsEducation: Bachelor's degree in Computer Science, Information Technology, or related field. Master's degree or certifications (e.G., TOGAF, Azure Solutions Architect) are strongly preferred.Experience:



(40%)10+ years of progressive experience in IT architecture and system integration.Demonstrated experience with OPS enterprise architecture standards, particularly within the Ontario public sector.Strong track record in designing, implementing, and optimizing Microsoft Azure cloud infrastructure in large-scale, complex environments.Proven ability to integrate complex permit and application systems while managing cross-functional dependencies.Technical Skills: (35%)Microsoft Azure: Expert in Azure architecture, including security, networking, identity, data services, and monitoring.Enterprise Integration: Skilled in API development, ESB, microservices architecture, and middleware technologies.Familiarity with ITIL processes, specifically incident, change, and release management, and the PMO Stage Gate process in OPS.Knowledgeable in cloud-based security practices and compliance protocols relevant to OPS.Leadership & Collaboration Skills: (20%)Robust leadership abilities, with experience mentoring technical teams and influencing stakeholders across various levels.Exceptional communication skills, with an ability to bridge technical and business perspectives and align project outcomes with organizational goals.Public Sector experience: (5%)Supplier CommentsClosing Date/Time: 2026-08-07, 12:00 p.M.
