Job summary Reporting to the Director of Privacy and Data Analytics, the Privacy Officer plays a key role in ensuring organizational compliance with privacy legislation and provincial electronic health record policies, standards, and guidelines. This role strengthens UOHI’s credibility and fosters trust in our services by championing best practice privacy management.

The Privacy

Officer oversees the day-to-day implementation, monitoring, and continuous improvement of UOHI’s comprehensive privacy program within a complex healthcare environment. The role promotes privacy best practices, provides expert guidance, and conducts both formal and informal analyses to support compliance and quality improvement. This position requires extensive interaction with internal and external stakeholders, including project teams, funders, consultants, regulatory bodies, privacy experts, clinicians, patients, and members of the public.

Strong leadership skills are essential to build trust, influence decision-making, and achieve results through collaboration.

The Privacy

Officer must be able to navigate complex systems and relationships, communicate nuanced requirements effectively, and provide confident guidance grounded in legislation, policy, standards, and best practice. The role also requires strong technical acumen, the ability to use analytic tools, and the capacity to independently identify risks and gaps as new information emerges.

Key responsibilities - Risk Assessment — Identify, evaluate, and mitigate privacy risks associated with organizational programs and systems.

- Training — Develop and deliver privacy training and awareness initiatives to promote compliance and foster a culture of privacy across the organization.
- Auditing — Conduct audits to ensure compliance with privacy legislation, regulatory requirements,



and internal policies.
- Research and Quality Improvement Support — Provide guidance on privacy requirements related to research, quality improvement, data-sharing, and secondary use of personal health information.
- Digital Health MyChart Privacy Support — Support privacy governance and compliance for patient facing digital health solutions, including MyChart, by identifying risks and recommending appropriate safeguards.
- Consent Directive Management — Oversee consent directive processes and ensure patient privacy preferences are documented, maintained, and applied in accordance with legislative requirements.
- Privacy Incident & Breach Response — Lead the investigations and responses to privacy incidents and breaches.
- Freedom of Information Requests (FOI) — Manage FOI requests in accordance with applicable legislation and organizational policies.
- Privacy Impact Assessments (PIA) — Conduct and support PIA for current and existing initiatives.

Required qualifications - 3 or 4‑year undergraduate degree, preferably in Health Informatics, Health Administration, Law, or a related discipline.

- Knowledge of privacy-related legislation, regulations, and relevant judicial decisions, including:
- Public Hospitals Act - Coroner’s Act - Mental Health Act - Personal Health Information Protection Act (PHIPA).
- Understanding of hospital operations and the healthcare delivery system. Suitability and competencies - Excellent interpersonal skills.
- Strong organizational and decision-making abilities.
- Exceptional oral and written communication skills.
- Effective coaching and counseling skills.





Preferred qualifications - Experience working in a healthcare environment.

- Certification in privacy management (CIPP or equivalent).

Working conditions - This position is hybrid, with a combination of in office and remote work.
