Work Model: Hybrid (3 days onsite as required by Hiring Manager)

Job Type: Contract

Contract Duration: 01 September 2026 – 02 September 2027

Estimated Business Days: 250 Days (with potential extension up to an additional 250 business days at client discretion)

Hours: 7.25 hours/day (5 days/week)

Role Overview

We are seeking an experienced Senior Program Manager to provide strategic leadership, governance, and delivery oversight for a large-scale Digital Transformation Program within Supply Ontario’s Digital Excellence in Health portfolio.

The successful candidate will lead complex, enterprise-level I⁢ transformation initiatives from strategy definition through implementation, transition to operations, and program closure. This role requires extensive experience managing highly complex, multi-workstream programs involving digital strategy, business transformation, technology modernization, organizational change, and operational optimization.

The Senior Program Manager will work closely with executive leadership, business stakeholders, technology teams, clinical and policy partners, vendors, and delivery teams to ensure alignment, successful execution, and measurable business outcomes.

The ideal candidate will bring significant public sector or healthcare transformation experience, strong executive communication skills, and proven expertise leading multidisciplinary teams in highly complex environments.

Position Summary The Digital Excellence in Health portfolio is executing a modernization program focused on identifying opportunities across people, process, and technology domains to accelerate delivery, improve operational efficiency, and achieve cost optimization. This role will provide senior-level program leadership across multiple interconnected workstreams requiring integrated planning, governance, risk management, stakeholder alignment, and disciplined execution.

The Senior Program Manager will ensure effective coordination of initiatives, manage dependencies, support executive decision-making, and drive successful delivery of strategic transformation objectives.

Key Responsibilities

- Enterprise Program Leadership & Governance
- Provide strategic program management leadership for large-scale, highly complex, high-risk enterprise initiatives.
- Lead programs that may involve multiple jurisdictions, business units, external partners, and technology domains.
- Establish governance frameworks, operating models, reporting structures, and decision-making processes.
- Ensure programs are delivered efficiently, cost-effectively, and in alignment with organizational standards, methodologies, and frameworks.
- Maintain accountability for centralized program delivery and successful full lifecycle execution.
- Digital Transformation Strategy & Roadmap Delivery




- Define and execute multi-year digital transformation strategies aligned with organizational goals and measurable business outcomes.
- Develop program roadmaps, implementation strategies, funding approaches, and advantages realization plans.
- Translate executive priorities into actionable program deliverables.
- Identify opportunities for technology modernization, operational optimization, and service improvement.
- Support transition planning from project delivery into operational environments.

- Program Portfolio Management
- Manage multiple concurrent projects and workstreams with complex interdependencies.
- Provide portfolio-level visibility into project relationships, risks, issues, dependencies, and delivery impacts.
- Lead integrated planning activities, including:

- Scope management

- Resource planning

- Schedule management

- Risk and issue management

- Financial tracking

- Develop executive-level reporting, dashboards, briefing materials, and decision documents.
- Stakeholder Management & Executive Engagement
- Build strong relationships with executives, business leaders, technology teams, vendors, and external partners.
- Facilitate executive discussions, workshops, governance meetings, and strategic planning sessions.
- Translate complex technology concepts into business value and actionable decisions.
- Influence stakeholders across business and IT environments without direct authority.
- Drive alignment across competing priorities and organizational interests.
- Change Management & Organizational Transformation
- Develop and oversee enterprise change management strategies.
- Apply transformation principles and best practices to support adoption and implementation.
- Manage stakeholder readiness, communications, training, adoption, and reinforcement activities.
- Support movement toward modern delivery models, including product-centric approaches.
- Agile Delivery & Modern Technology Enablement
- Lead programs utilizing Agile, SAFe, hybrid, and modern delivery methodologies.
- Promote value-based delivery focused on measurable outcomes.
- Support technology modernization initiatives involving:
- Cloud adoption and migration strategies

- Hybrid position requiring onsite presence as determined by the Hiring Manager.
- Agency systems and equipment must remain within Ontario unless prior written approval is provided.
