Duties The Marine Security Operations Centres (MSOC) were created to provide effective maritime security by collocating departments and agencies with a security and/or safety mandate. The Marine Security Operations Centres are located in Victoria, Niagara on the Lake and Halifax. The partner agencies are the Department of National Defence, the Royal Canadian Mounted Police, the Canada Border Services Agency, Transport Canada, the Canadian Coast Guard, and Fisheries and Oceans Canada (Conservation & Protection). Together, these departments and agencies use their respective sensor and system data to create the national maritime picture and their collaboration supports timely operational decision making. For its part, the Canadian Coast Guard monitors activities in Canadian waters 24/7/365 in each of the MSOCs using radar, Long Range Identification and Tracking (LRIT), the Automatic Identification System (AIS), and the Information System on Marine Navigation (INNAV). Coast Guard personnel also provide maritime expertise to help interpret and assess on-water activities to detect threats. The National Command Centre (NCC) serves as the 24/7/365 strategic communications point for situational awareness of Coast Guard maritime operations in Ottawa, Ontario. NCC Operations Officers monitor, observe, collect, analyze and report on maritime events to ensure the strategic headquarters is kept informed of: the current status of fleet assets; program delivery; and, developing or ongoing incidents. Additionally, officers provide support to the National Incident Management Team during major incidents through alerting, coordination and information management.

Work environment The Canadian Coast Guard (CCG) is a special operating agency within the Department of National Defence (DND). We work to ensure the safety of mariners in Canadian waters and protect Canada’s marine environment. We support Canada’s economic growth through the safe and productive movement of maritime trade. We help to ensure our country’s sovereignty and security through our presence in Canadian waters. The CCG proudly serves 243,000 kilometers of Canada’s vast and rugged coastline, the longest coastline of any given country, and is one of the few federal agencies that provides direct,



front-line services 24 hours a day 7 days a week.

Intent of the process The intention of this process is to staff various positions in various locations within the Marine Security Operations Centres. A pool of qualified candidates may be established and used to fill similar positions with various tenures, security profiles and linguistic requirements within the Canadian Coast Guard.

Education A secondary school diploma or employer-approved alternatives (see Note 1).

A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or

An acceptable combination of education, training and/or experience.

Experience

Experience gathering and synthesizing information from a variety of sources, conducting analyses, drawing conclusions, and contributing to the development or preparing of documents.

Significant experience working in an operations centre or maritime operations centre or Joint Operations Centre. Significant refers to the breadth and depth of the experience normally acquired over a period of approximately two years.

Applied / assessed at a later date

Knowledge Knowledge of the concepts of maritime domain awareness (MDA) and of the Canadian Coast Guard’s contribution to it; knowledge of Maritime Security Operations Center partners, their programs and services; knowledge of Intelligence collection and analysis.

Search & Rescue Coordinator certificate

Experience

Experience building and maintaining cooperative working relationships with stakeholders.

Experience in a seagoing or shore based work environment in Canadian Coast Guard operations.

Experience in using navigation, mapping, geographic information systems (GIS) or other geospatial software.

Experience analyzing information on vessel or vehicle activity.

Experience preparing related reports on vessel or vehicle activity.

Experience in a marine environment or industry.

Experience with handling sensitive or classified documents or material.
