Responsibilities

- Provide senior advisory services in the integration, validation, and oversight of operational infrastructure requirements, ensuring alignment between operational needs, project cost and schedule constraints, and infrastructure design and construction considerations.
- Define, refine, and validate infrastructure-related project objectives, and maintain alignment with evolving operational requirements throughout all phases of the project.
- Support the development, coordination, and monitoring of infrastructure-related project schedules, identifying schedule risks and recommending mitigation strategies.
- Analyze infrastructure cost information, including both capital and life-cycle considerations, and advise on cost implications associated with design decisions, requirement changes, and implementation approaches.
- Develop and maintain responsibility matrices and work breakdown structures, clearly identifying roles, accountabilities, and interdependencies across organizations involved in infrastructure design and implementation.
- Ensure that operational requirements are accurately interpreted and effectively integrated into infrastructure design and implementation activities, identifying gaps or misalignments.
- Support the identification, analysis, and coordination of change requirements related to infrastructure scope, design, and implementation, ensuring traceability between operational requirements, approved scope, and proposed changes.
- Provide senior, experience-based advice on design trade-offs, constructability, operational suitability, and implementation risks.
- Monitor and assess infrastructure design reviews and ongoing implementation activities, identifying risks, issues, and opportunities for improvement.
- Prepare, review, and amend project documentation, ensuring completeness, consistency,



and alignment with governance policies and project objectives.
- Participate in governance bodies, working groups, and stakeholder engagements as a senior advisor, preparing briefing notes, presentations, decision documents, and meeting minutes.
- Prepare project approval and implementation documentation in accordance with applicable project approval directives, and support governance and approval processes for senior decision-makers.

Qualifications

- 10+ years of experience as a fighter pilot, applying fighter operational knowledge to operational planning, capability development, or infrastructure-related decision-making.
- 3+ years of director-level experience providing decision-grade operational or strategic advice, including consideration of cost, performance, and implementation constraints, to senior officials in fighter combat operational or systems capabilities, in senior roles such as Project Director, Project Manager, or direct oversight of Project Director/Manager activities.
- 3+ years of Project Director or Project Manager experience, or direct oversight of Project Director/Manager activities at the director level, in the field of fighter aircraft, related infrastructure, or capital project delivery.
- Experience preparing capital asset acquisition project approval documentation, such as project business cases, statements of operational requirements, project charters, Senior Review Board briefings, and Treasury Board submissions, within a structured government or defence approval framework.




- Experience contributing to or preparing capital project approval documentation within structured governance frameworks that include defined approval authorities, staged approvals, and formal decision-support documentation.
- Experience with high-value capital asset acquisition projects (greater than 50 million) intended to build upon, add to, or improve a capital asset.
- Experience in senior operational leadership roles within the fighter capability domain, including responsibility for operational decision-making, capability development, or requirements influence, such as Fighter Wing/Base Commander, Fighter Squadron Commanding Officer, or Air Staff Director.
- Relevant skilled certification or designation.
- Secret security clearance & Controlled Goods required
- Relevant post-secondary education (university degree, or college/CEGEP diploma or certificate).
