Manitoba Transportation and Infrastructure is seeking qualified applicants for the position of Senior Solutions and Data Analyst (BA3). This is a term position. The Innovation and Technology Services branch deliver technology solutions and services to support the Manitoba Transportation and Infrastructure Department programs, offering business process analysis, project management, solution delivery and recommendations to help stakeholders meet their operational goals with innovation and efficiency.

This position will report to the Innovation and Technology Services branch but will primarily be focused on delivering enhancement and data-driven solutions for the Carrier Profile System as part of the Motor Carrier Safety and Permits branch.

Duties

The Senior Solutions and Data Analyst is responsible for the analysis, development, implementation, and maintenance of internal application and data solutions, understanding the operations and interrelationships of the departmental business areas, and capturing and documenting both functional and non-functional business and system requirements to address the needs and technologies for the Department of Transportation and Infrastructure.

Qualifications

Essential

- Post-secondary education in Computer Science, Information Systems or related discipline. An equivalent combination of education and experience may be considered.
- Experience in designing, developing or supporting technology solutions including cloud services, data integration, data warehousing, analytics, business applications and business intelligence reporting.




- Demonstrated proficiency with Microsoft technologies including Microsoft Fabric, Azure Data Services, SQL, Power BI, Power Apps, Power Automate, SharePoint, Dynamics 365, Java, Javascript, and related cloud and analytics platforms.
- Strong experience with implementing technological and data-driven solutions, with a proficiency in analyzing business needs, defining requirements, preparing comprehensive business cases, and identifying strategic processes for implementing technological and data-driven solutions.
- Excellent written communication skills.
- Excellent verbal communication skills.
- Strong ability to build and maintain positive working relationships with internal and external stakeholders.
- Experience delivering enterprise data and integration solutions using cloud-based technologies, including data integration, data transformation, analytic platforms, and the exchange of information with internal and external systems.

Desired:
- Experience with modern analysis, solution delivery and development methodologies, such as Agile, Scrum or SDLC.
- Leadership experience including the ability to influence and motivate team members while leading Information Technology (ICT)projects.
- Experience dealing with vendors and consultants in a project environment.
- Experience in project management, encompassing risk management, resource allocation, and the development and oversight of project plans and reports.
