Are you a driven real estate professional with a passion for building vibrant communities? The City of Edmonton is looking for a Property Sales and Marketing Officer to manage the marketing and sales of City-owned residential properties. In this role, you will handle diverse property types, ranging from single and multi-family developments to infill, utility, and remnant lots. You will negotiate terms, navigate legal documentation, and guide transactions from initial contact through to final closing. Working closely with internal teams, homebuilders, and industry collaborators, you will help shape Edmonton’s residential land development while ensuring municipal guidelines are met. If you excel at balancing public policy with market trends and building positive relationships, this dynamic role offers an exciting opportunity to directly support local neighbourhood growth.

What will you do?

Negotiate sales agreements with prospective purchases, initiate sale agreements, prepare all required documentation, obtain necessary internal and external approvals and closing of files

In coordination with the Law Branch, develop various sale and development agreements suitable for the requirements being set out in different neighbourhoods

Ensure all lot sales and legal documentation is being dealt with in a concise, timely and effective manner

Prepare tender information packages, arrange advertising, emails, and mail out information to prospective purchasers, coordinate tender openings and recommend acceptance of bids

Plan, prepare and conduct Information Sessions to inform and educate the citizens and builders of the sustainability and architectural requirements for the newly developed lots to be sold

Prepare public offerings for properties to be sold in a bid-like environment that have been declared surplus to municipal needs

Negotiate terms and conditions of complex sale agreements for the various types of properties (utility lots, remnant, infill, multi-family)





Provide input to the department sales and marketing plan

Develop, monitor, manage and enforce the Sustainability and Architectural guidelines for each subdivision to ensure the completion of the construction of the homes meets all requirements and performance fees are being refunded

Perform other related duties as required

Qualifications:

High School Diploma

FRI designation as granted by the Real Estate Institute of Canada OR a two-year Diploma in Business Administration (majoring in marketing, real estate, or a related field)

A minimum of three (3) years of directly related real estate sales or paralegal experience

Assets:

Thorough knowledge of municipal and provincial legislation governing land sales and property exchanges

Strong familiarity with the local Edmonton residential real estate market and current development trends

Hands-on experience working with sustainability standards, such as Built Green, EnerGuide, or solar-ready guidelines

Skills required for success:

Strong negotiation and contract administration skills to manage complex sales from initial inquiry to final execution

Clear written and verbal communication skills for presenting complex property details to diverse audiences

Ability to interpret detailed land titles, subdivision plans, legal descriptions, and lease documents

Excellent relationship-building abilities to work collaboratively with internal teams, external land developers, homebuilders, and engagement participants

Strong financial acumen to securely handle conveyancing payments, deposits, and target tracking

Conditions of Employment:

Ability to occasionally travel to site locations within the city of Edmonton

Valid Personal Protective Equipment (PPE) suitable for visiting active residential construction sites (e.g., safety footwear and head protection)

Hire is dependent on a Criminal Records Check (CRC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position. There may be a cost associated with this requirement

Candidates are required to hold a valid Alberta Class 5 driver’s license or higher. Candidates will be required to arrange their own transportation and, where appropriate, will be reimbursed in accordance with City of Edmonton policy. This may require the candidate to obtain business-use auto insurance

Work Environment:

This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52

Standard office setting with occasional site visits to outdoor residential subdivisions

Exposure to varying weather conditions and uneven terrain during site evaluations

The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement, and the incumbent will be notified in advance

Up to 1 permanent full time position

Hours of Work: 33.75 hours per week

Salary Range: $43.573 - $54.439 (Hourly); $76,764.730 - $95,907.910 (Annually)
