Key Responsibilities:

Ø Administrative Leadership (Deputy CAO):

Assist the CAO in managing the daily operations and strategic initiatives of the Town.

Provide leadership and support to staff across all departments.

Participate in the development and implementation of municipal policies, procedures, and bylaws.

Support the development of operating and capital budgets and ensure effective financial oversight.

Build and maintain networks and relationships with key stakeholders and partners.

Serve as Acting CAO in the absence of the CAO.

Oversee special projects and intergovernmental initiatives as assigned.

Collaborate with the CAO to develop plans to strengthen the staff team, including addressing gaps and resolving performance issues should they arise.

Coordinate hiring processes (Job descriptions, advertising, interviews, interview packages, reference checks when Required, correspondence) with CAO.

Coordination of front-line staff to ensure high quality customer service via online, phone and in-person interactions.

Execution and Maintenance of official documents, contracts and agreements.

Complete and present research on issues as required for the CAO and Council.

Carry out other duties and responsibilities that the CAO shall see fit to direct or that shall arise from time to time.

Ø Clerk and Legislative Responsibilities:

Prepare Council and Committee agendas, minutes, and related documentation in accordance with the MGA and Town procedures.

Maintain accurate and confidential municipal records, bylaws, resolutions, and policies.

Maintain a schedule of upcoming meetings and events on behalf of Council, Committee members and the Chief Administrative Officer.

Ensure compliance with relevant legislation, including FOIPOP.

Administer municipal elections, plebiscites, and public hearings in accordance with legislative requirements.

Provide administrative support to the Mayor and Council.





Establish and maintain a filing system in accordance with the AMANS Records Management Manual using traditional and/or electronic filing systems.

Responsible for the coordination and ordering of an adequate supply of office forms, documents, and supplies for all Town Departments.

Responsible for the coordination of office equipment repair and maintenance.

Work closely with the Director of Finance on matters related to the Administrative and General Administration Services components of the budget and provide support in the preparation of departmental budgets.

Ensure that the Administrative and General Administration Services budgets stay within the approved budget; where an expense will exceed budget limits, report to the Chief Administrative Officer for direction and/or approval.

Manage the operating expenditures for which the position is responsible. Sign each invoice and code the expenditures with the appropriate general ledger code for processing by the Accounting Clerk.

Responsible for the pickup/delivery of mail from/to the post office and the opening of mail and distribution to the appropriate individual or department.

Maintain a record and approve and distribute Town Hall keys to individuals or groups that require access to the building after office hours.

Ø Public Engagement & Communication:

Serve as a liaison between the public, Council, and staff, ensuring timely and respectful communication.

Draft correspondence, reports, and public notices for Council and administration.

Contribute to community engagement strategies and public information initiatives.





Responsible for the management of the communication strategy including delegating responsibilities for keeping the Town’ s Website and Facebook page updated and postings on the Alertable system.

Ø Team Responsibilities:

Provide strategic input into the budget planning process as a member of the Senior Management Team, advising on the allocation and control of Financial resources in relation to operating and capital budgets.

Communicate the town’s vision and mission, community values, priorities and objectives to staff, colleagues, regional partners and the public. Foster effective working relationships based on mutual respect, a collaborative approach to decision making and accountability to citizens.

Ensure Changes to Policies, procedures and processes are effectively communicated to staff and partners.

Remain apprised of and advises CAO on the Municipal Climate in Nova Scotia including, intergovernmental relations, trends in municipal government, emerging issues and risks.

Take leadership role with Senior Management Team on the development of long-range plans and strategies for the ongoing growth and development of the organization.

Research, develop and prepare drafts of operational and administrative procedures and processes.

Lead the organization in the development and maintenance of operational procedures to ensure consistent and reliable services are provided to citizens and Council.

Promote a positive and productive work environment for all staff.

Ensure a spirit of teamwork exists by promoting the advantages of collaboration and consultation.

Communicate and coordinate effectively with stakeholders, contractors, consultants, Town staff, Councilors, and members of the public."

Pay: $55,815.00-$63,426.00 per year
