JOB SUMMARY:
The Louis Riel School Division is currently inviting applications for a Manager of Data Services to join our collaborative and
dynamic Information Systems/Data Services Department. The Manager of Data Services provides operational leadership
for LRSD's Data Services function, ensuring the effective delivery, administration, and continuous improvement of the
division's student information systems, reporting platforms, and enterprise data services. Reporting to the Data Strategy
Officer, this role is responsible for managing the day-to-day work of the Data Services team, coordinating operational
priorities, and ensuring divisional data systems and services remain reliable, secure, well-supported, and aligned with
organizational needs.
The Manager oversees the administration and ongoing enhancement of key data systems and reporting environments,
including PowerSchool, Microsoft Power BI, Microsoft Fabric, Business Central reporting solutions, and the divisional data
warehouse. Working closely with schools, departments, Information Technology Systems, and other stakeholders, the
position facilitates the delivery of data services, reporting solutions, system improvements, and operational support that
enable informed decision-making across the division.
The role provides leadership for team planning, workload coordination, service delivery, project implementation, data
quality processes, and the operational application of approved data governance, privacy, and security practices. The
successful candidate will join the team during a significant period of platform modernization, including the ongoing
migration to Microsoft Fabric and the development of scalable, AI-ready data infrastructure that will support future
reporting, analytics, and automation needs across the division.

RESPONSIBILITIES AND DUTIES:
Team Leadership and People Management
- Provide day-to-day leadership, coaching, and direction to the Data Services team, including setting work priorities,
facilitating professional development, and fostering a collaborative and growth-oriented team culture.
- Coordinate team resources across concurrent projects and operational responsibilities, ensuring appropriate workload
balance and succession planning within the team.Support staff development by identifying learning opportunities
aligned with evolving divisional technology priorities, including Microsoft Fabric, AI, and modern data engineering
practices.
- Model and promote a service-first mindset, ensuring the team is responsive, accessible, and effective in supporting
internal stakeholders across the division.
Student Information Systems (SIS) Administration and Enhancement
- Provide leadership for the administration, configuration, and ongoing optimization of PowerSchool SIS and associated
modules, including enrolment, registration, report cards, gradebook, scheduling, and student data workflows.
- Oversee the planning, coordination, testing, and implementation of system enhancements, configuration changes,
and production deployments.
- Collaborate with school administrators, clerical staff, and divisional departments to identify workflow improvements
and resolve system issues.
- Maintain up-to-date documentation of SIS configurations, processes, and annual operational cycles.
- Coordinate and manage provincial reporting obligations through the Manitoba Education Information System (MEIS)
and related tools.
Business Intelligence, Reporting, and Analytics
- Provide operational oversight for the divisional Power BI and Microsoft Fabric reporting environments, including
workspace administration, semantic model management, and implementation of approved governance standards,
- Coordinate the implementation of the division’s migration from legacy data infrastructure to Microsoft Fabric,
working collaboratively with the team and external advisors to ensure a structured, well-documented, and sustainable
platform transition.
- Support the development, testing, and deployment of Power BI reports and dashboards that serve Finance, Human
Resources, Student Services, Indigenous Education, school administration, and other divisional stakeholders.
- Support data literacy through documentation, training resources, and user supports for reporting tools.
- Stay current on developments in Microsoft Fabric, Power BI, AI-assisted analytics, and semantic modeling, and actively
incorporate emerging capabilities into divisional data practices.
Data Governance, Quality, and Privacy Compliance
- Implement approved data governance standards and operational data quality practices within Data Services systems
and reporting environments, escalating governance, privacy, or access decisions to the Data Strategy Officer and
appropriate governance structures as required.
- Monitor data quality and improvement initiatives, ensuring the completeness, accuracy, consistency, and reliability of
divisional data across all systems.
- Monitor data services activities for compliance with applicable legislation and policy, including the Freedom of
Information and Protection of Privacy Act (FIPPA), the Personal Health Information Act (PHIA), First Nations Principles
of OCAP, The Public Schools Act (Manitoba), and LRSD's internal data governance policies.
- Oversee permissions management, access control, and data security practices within Data Services' systems and
reporting environments.
Project and Change Management
- Lead the delivery of assigned Data Services projects, including scheduling, coordination, documentation, testing, and
implementation, within priorities and scope established through divisional planning.
- Coordinate day-to-day vendor and consultant activities for assigned Data Services work, in consultation with the Data
Strategy Officer and other accountable leaders.
- Coordinate operational change management activities for system upgrades, configuration changes, and platform
migrations, ensuring appropriate communication, testing, and documentation.
- Contribute to the annual planning and prioritization process for Data Services by preparing project inventories, work
plans, and operational considerations to support decision-making.
QUALIFICATIONS (EDUCATION, EXPERIENCE AND SKILLS):
Education and Certification
- A bachelor's degree in Computer Science, Information Systems, Information Technology, Data Science, or a related
field. A combination of relevant education and demonstrated experience will be considered.
- Coursework, certification, or demonstrated professional development in data management, business intelligence, or
data governance is considered an asset.
Experience
- A minimum of five (5) years of progressive experience in data systems, information management, business
intelligence, or a related field.
- Demonstrated experience leading technical and/or data-focused teams, including workload coordination, stakeholder
relationship management, and project delivery.
- Demonstrated experience administering or supporting a Student Information System (PowerSchool experience
strongly preferred).
- Demonstrated experience developing and maintaining Power BI reports, datasets, and dashboards in a production
environment.
- Experience with Microsoft Fabric, Azure Data Factory, or similar modern data platform tools is a significant asset.
- Experience in a K-12 public education setting is a strong asset. Familiarity with Manitoba Education reporting and
provincial data requirements (MEIS, EIS) is particularly valued.
- Experience with SQL, data modeling, ETL/ELT processes, and data warehouse concepts.
- Experience supporting Business Central or similar ERP financial systems in a reporting or integration capacity is an
asset.
Knowledge, Skills, and Abilities
- Strong understanding of data governance principles, data quality management, and privacy legislation applicable to
Manitoba public bodies (FIPPA and PHIA).
- Proficiency with Microsoft Power BI Desktop, Power BI Service, and the broader Microsoft Power Platform.
- Familiarity with Microsoft Fabric, Lakehouse architecture, and semantic modeling is highly desirable.
- Solid analytical and problem-solving skills, with the ability to translate complex data needs into practical, sustainable
solutions.
- Excellent interpersonal and communication skills, with the ability to build effective relationships with technical and
non-technical stakeholders at all levels of the organization.
- Demonstrated ability to manage competing priorities, meet deadlines, and adapt to evolving organizational needs.
- Comfortable operating in a small-team environment that values collaboration, accountability, and continuous
learning.
- Understanding of K-12 educational data, including student achievement, attendance, demographics, and provincial
reporting frameworks, is an asset.
CONDITIONS OF EMPLOYMENT:
- Satisfactory Criminal Record Check, including Vulnerable Sector Search.
