Job purpose:
The Integrated Employment Services (IES) Job Developer will be responsible for employer engagement, employer relationship development, job placement coordination, and employment retention support for clients – primarily from marginalized and vulnerable populations, including but not limited to racialized groups, Indigenous peoples, people with disabilities, and individuals struggling with poverty, homelessness, and mental health & addictions issues.
The IES Job Developer ensures a client-centred, trauma-informed, and strengths-based approach to connecting clients with sustainable employment opportunities and supporting employers in successful hiring and retention outcomes. By building strong community and employer partnerships, the IES Job Developer will support clients in accessing meaningful employment pathways while ensuring compliance with Employment Ontario Integrated Employment Services (IES) guidelines.
Responsibilities include, but not limited to, the following:
· Develop and maintain relationships with employers, community partners, training providers, and industry stakeholders to identify employment opportunities for clients
· Conduct outreach to employers through cold calling, networking, email communication, community events, presentations, digital outreach, and in-person visits to promote employment services and placement opportunities
· Identify and develop job placements, work experiences, and customized employment opportunities aligned with client goals, strengths, and barriers
· Support employers in understanding the benefits of inclusive hiring practices and hiring individuals from marginalized and vulnerable populations in a culturally safe, aware, sensitive, and equitable way that recognizes and respects the unique history and experiences of each individual
· Work collaboratively with IES Workers and other internal staff to match clients with suitable employment opportunities based on assessments, service plans, and vocational goals
· Provide individualized employment support to participants including resume development, interview preparation, job search assistance, career exploration, job coaching support,
and workplace readiness preparation
· Assist clients in securing and maintaining employment through ongoing coaching, advocacy, and retention support
· Conduct regular follow-up with employers and clients to support successful job retention and address workplace concerns, accommodations, or barriers as needed
· Support participants through job placement and up to six months post-employment, documenting follow-ups and employment outcomes in accordance with funder requirements
· Coordinate employment placements, including arranging interviews, preparing clients for employer meetings, and supporting onboarding activities
· Promote available hiring incentives, wage subsidies, training supports, and Employment Ontario programs to employers where applicable and in accordance with program guidelines
· Keep abreast of labour market information, local hiring trends, occupational demands, and emerging employment opportunities to support client employment outcomes and employer engagement strategies
· Participate in developing individualized employment action plans outlining employment goals, activities, implicated parties, sequence of services, and expected employment outcomes
· Coordinate Integrated Employment Services with support needs and other wraparound supports to help clients maintain employment and achieve long-term employment goals
· Identify immediate client needs (e.g., housing, mental health, income support) and make appropriate referrals to community resources and pathways established within the Employment Services Network and Employment Service Delivery (IESD) guidelines
· Collaborate with Ontario Works (OW), Ontario Disability Support Program (ODSP), employers, community agencies, and other referral sources to ensure coordinated service delivery and continuity of care while avoiding duplication of services
· Maintain accurate and timely participant and employer records, ensuring documentation is completed in accordance with agency and funder guidelines, and the Freedom of Information and Protection of Privacy Act, R.S.O. 1990, c. F. 31 (FIPPA)
· Ensure participant and employer information is entered correctly in a timely manner and updated often to ensure proper data collection and agency targets are met
· Recruit employers and employment opportunities through outreach activities, including contacting businesses, attending networking events, job fairs, and engaging with community stakeholders
· Represent the agency at external events, employer meetings, job fairs, and community engagement opportunities
· Actively collaborate with the service system manager and the broader employment service network to ensure coordinated service delivery and continuous improvement
· Administer evaluation tools and collect employer and client satisfaction surveys, as required
· Assist with assessment, intakes, and other tasks and provide coverage for the IES Worker as required
· Perform other tasks and duties as required and assigned
Qualifications:
· Post-secondary education in Social Services, Human Resources, Business, Marketing, Employment Services, or a related field
· Minimum 1 year of experience in employment services, job development, recruitment, employer engagement, sales, business development, or related fields
· Demonstrated experience developing employer relationships, conducting outreach, and coordinating employment placements, preferably within employment or social services
· Solid knowledge of social issues which impact individuals of vulnerable populations such as those experiencing homelessness, mental health issues, substance abuse issues, minorities, new immigrants, refugees, etc.
· Strong understanding of barriers to employment, inclusive hiring practices, and strategies for client engagement and retention
· Knowledge of the Employment Ontario (EO) Integrated Employment Services model and experience working within government-funded employment programs strongly preferred
· Excellent interpersonal, communication, networking, relationship-building, and organizational skills
· Ability to work independently and collaboratively in a fast-paced, outcome-driven environment
· Proficiency in digital tools and electronic case management systems
· Knowledge and experience working with Ontario Works and Ontario Disability Support Program case workers and managers an asset
· Must be able to work independently and be self-directed in carrying out the IES Program
· Experience with employer outreach, labour market research, and job placement coordination strongly preferred
· Demonstrated skills using virtual tools such as Zoom, Microsoft Teams, web apps, Microsoft Office programs, etc.
Working conditions:
- Primarily work indoors
- Under normal circumstances, work in close proximity with others with near-constant interaction with clients and/or residents and fellow staff
Physical requirements
- Use of hands – typing to input client information into database and case management software
- Use of PPE – face mask, face shield, gloves, gowns, etc.

Pay: From $20.00 per hour
