As the Infrastructure Services (IS) Capital Portfolio Advisor, you will support the development of balanced capital investment plans and provide financial guidance that adheres to City of Calgary financial policies and portfolio management best practices. Operating at the intersection of finance, infrastructure planning, and governance, you will drive capital budget alignment across multiple service lines, manage portfolio stage-gating, and facilitate high-level committee decisions.
- Review, reconcile, and compile complex, fragmented datasets across enterprise systems to inform the development of 4-year and 10-year capital infrastructure investment plans.
- Monitor the progress of capital infrastructure projects against investment plans, identifying variances and initiating budget reallocations to ensure adequate project funding.
- Manage capital portfolio management meetings, ensuring decisions are accurately documented and communicated to project managers and the Steering Committee.
- Generate consolidated portfolio reports and translate complex financial,
budget, and contingency data into clear, actionable insights for senior leadership.
- Guide project/program managers through stage-gate submissions to ensure strict alignment with capital governance policies.
- Review existing stage-gating practices and financial procedures to identify opportunities for continuous improvement and operational efficiency.
Qualifications
- A degree in Business, Commerce, or an equivalent discipline from a recognized post-secondary institution, with at least 3 years of related experience in capital reporting, portfolio coordination, financial forecasting, and business analysis.
- High proficiency in data visualization such as Power BI, and SharePoint is required.
- Advanced proficiency in Microsoft Office, particularly Excel (e.g. Power Query, data modeling), for managing, auditing, and synthesizing massive, complex datasets is required.
- Strong working knowledge of cost management systems, project management practices, and project reporting databases is essential.
- The successful candidate will possess solid collaboration skills, attention to detail, and a proactive approach to improving processes.

- This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.

- Compensation: Pay Grade 9 $41.49- - 55.51 per hour
- Hours of work: Standard 35 hour work week.
- Days of work: This position works a 5-day work week with 1 day off in a 3 week cycle.
