Reporting to the Workforce Analytics Unit Manager, the Workforce Planning Analyst is responsible for advancing the Calgary Police Service's commitment to transparency, accountability and human resources modernization through the development and sustainment of workforce analytics, reporting, systems and tools. The position leads strategic workforce analysis and forecasting to support recruitment, workforce planning, training, development, and diversity and inclusion initiatives, providing evidence-based insights to inform organizational decision-making. Primary duties include:

- Ensure workforce analytics methodologies and data management practices, including data storage and information sharing, align with ethical standards, privacy requirements, and organizational values.
- Lead and coordinate data integrity and quality assurance initiatives, including data definitions, data cleansing, source validation, and the development and maintenance of workforce data trackers.
- Collaborate with work areas, senior leaders, and external partners to identify workforce information needs, assess emerging issues, and develop analytical solutions that support operational and strategic decision-making.
- Lead the development, analysis, and reporting of workforce metrics, including key performance indicators, trends, projections, demographics, dashboards, surveys, data trackers, and related reporting products.
- Perform advanced data analysis,



forecasting, and modelling to generate actionable insights and support strategic decision-making.
- Apply analytical techniques to inform corporate reporting and decision-making related to recruitment, workforce planning, promotions, training, long-term financial planning, labour relations, employee wellness, and HR policy.
- Lead the analysis of sensitive workforce and labour relations matters, providing data-driven insights to support organizational strategy, workforce planning, HR risk mitigation, and decision-making related to restructuring, position transfers, grievances, workplace complaints, employee accommodations, leaves of absence, staffing challenges, and union information requests.
- Mentor, train, and provide technical guidance to analysts within the Workforce Analytics Unit and CPS by sharing expertise, promoting analytical best practices, supporting career development, and fostering consistency in workforce analytics methodologies, data management, and reporting.
- Design, author, and review formal corporate reports, executive summaries, briefing materials, presentations, recommendations, and speaking notes that synthesize complex workforce information into strategic insights for executive and governance audiences.
- Facilitate meetings and deliver presentations to senior leadership, governance bodies, and other stakeholders to communicate workforce trends, identify risks and opportunities, and provide evidence-based recommendations.

Qualifications

- A graduate degree in Business Analytics, Human Resources, Statistics, or a related field, and a minimum of 5 years of experience in workforce planning and analytics, corporate reporting, and executive presentation development and delivery is required. Experience must include forecasting, modelling, trend analysis, and translating data-driven insights into strategic recommendations that support organizational objectives.
- Advanced proficiency in Excel, SQL, and Power BI is required,



including experience with data analysis, reporting, visualization, and dashboard development.
- Experience conducting qualitative and quantitative workforce analysis and authoring formal corporate reports, executive summaries, briefing materials, and recommendations for senior leadership or governance audiences is required. This experience must extend beyond dashboard development and include the synthesis, interpretation, and communication of analytical findings to support organizational decision-making.
- Strong attention to detail and experience maintaining data integrity through data validation, data cleansing, manual data tracking, and cross-referencing information across multiple data sources is required.
- Experience facilitating discussions and delivering presentations to senior leaders, governance bodies, or other executive stakeholders, including communicating analytical findings and recommendations, is considered an asset.

Pre-employment Requirements

- An enhanced security clearance will be conducted.
- Applicants must successfully complete and pass a pre-screen analytical assessment to evaluate analytical expertise, report writing skills and software proficiency before being offered an interview for this position.
- Applicants selected for an interview will be asked to provide a sample of a corporate report that they have designed and authored.
- Successful applicants must provide proof of qualifications. Education obtained from out of country must have or be able to obtain, an Education Credential Assessment (ECA) for confirmation of equivalent credentials.

Position Type: 1 Temporary (up to 18 months)

Compensation: Pay Grade 12 $48.54 - 64.88 per hour

Hours of work: Standard 35 hour work week.

Days of work: This position works a 5 day work week with 1 day off in a 3 week cycle.

Location: 5111 - 47 Street N.E.
