We are seeking a Level 3 Business Analyst to support DirectorGeneral Human Capital Management Modernization – Military (DGHCMM-M).This role will help map a designated Military Personnel ManagementSystem (MPMS) capability — including its end-to-end workflows, data, andsystem integration dependencies — to build a explicit, enterprise-wideview of that personnel management operation. This work supportsthe CAF's broader MPMS modernization initiative, which aims to integratecurrently fragmented personnel functions (career and postingmanagement, qualifications, leave, medical, and readiness attributes)into a coherent, data-driven enterprise capability, in alignment withthe 2022 CAF Digital Campaign Plan and the 2024 CDS/MND Directive onReconstitution. You will work collaboratively with a Level 3Business System Analyst and DGHCMM-M stakeholders to document current("As-Is") and future ("To-Be") processes, support requirementsmanagement, and produce artifacts that inform modernization planning.
Key Responsibilities - Supportmapping of a designated MPMS business capability, including end-to-endworkflows, decision flows, and stakeholder impacts - DocumentAs-Is and To-Be business processes, identifying activities, decisionpoints, and hand-offs between manual and automated steps - Elicit,analyze, and document business, functional, system, and data-drivenrequirements, ensuring traceability to mapped processes - Support development of acceptance criteria with DGHCMM-M stakeholders - Identifycandidate business processes for re-design, assessing opportunities forstandardization, simplification, and optimization - Help analyze solution options and trade-offs, and recommend evidence-based courses of action - Support governance, validation, and methodology alignment activities to ensure consistent,
