New Value Solutions, a national IT consulting company, is seeking a Senior Business Analyst / Change Management Lead to support our client’s enterprise network and cybersecurity modernization initiatives. This role will provide Business Analysis and Change Management services across two major programs involving Secure Access Service Edge (SASE), Secure Service Edge (SSE), SD-WAN, Zero Trust Network Access (ZTNA), VPN modernization, and Aruba ClearPass Network Access Control (NAC).

The successful candidate will work closely with technical teams, business stakeholders, project vendors, and operational groups to define requirements, assess current and future states, develop processes and operating models, support organizational change, and ensure successful transition of new network and security capabilities into operations.

Responsibilities

- Lead business analysis and change management activities across enterprise network and cybersecurity modernization initiatives.
- Gather, analyze, document, and validate business, technical, operational, and stakeholder requirements.
- Develop current-state and future-state assessments for network, authentication, remote access, and operational processes.
- Create process maps, use cases, requirements traceability matrices (RTMs), workflows, and supporting business analysis documentation.
- Support implementation of Secure Access Service Edge (SASE), Secure Service Edge (SSE), SD-WAN, Zero Trust Network Access (ZTNA), and legacy VPN replacement initiatives.
- Support the expansion of the Aruba ClearPass Network Access Control (NAC) platform across additional wired and wireless device groups.
- Gather and document authentication, device access, network access policy, and governance requirements.
- Support device discovery, classification, migration planning, testing, and deployment activities associated with NAC modernization.
- Assist with development of standardized network authentication and access control policies aligned with Zero Trust principles.




- Support development of the migration and retirement strategy for legacy Microsoft Network Policy Server (NPS) infrastructure.
- Conduct change impact assessments and develop stakeholder engagement, communications, adoption, and training plans.
- Develop operational readiness deliverables, support models, procedures, runbooks, and transition-to-operations documentation.
- Develop training materials and facilitate knowledge transfer to operational and support teams.
- Support ServiceNow integration and related service management and operational processes.
- Facilitate workshops, interviews, working sessions, and requirements discussions with technical and business stakeholders.
- Collaborate with Fraser Health, PHSA, technical teams, cybersecurity teams, vendors, and other project stakeholders while maintaining a vendor-neutral approach.
- Support project governance, contract analysis, vendor management, risk identification, issue resolution, and decision-making activities.
- Support privacy, security, and regulatory processes, including STRA, PIA, and related compliance activities.
- Monitor requirements through implementation and ensure traceability between business needs, technical solutions, testing, and operational outcomes.
- Support benefits reporting, project closeout, and transition of completed solutions into steady-state operations.

Requirements

- 5+ years of experience as a Business Analyst, including significant experience supporting large-scale IT projects or technology transformation initiatives.
- Strong experience with business requirements gathering, analysis, documentation, and stakeholder validation.




- Demonstrated experience with current-state and future-state assessments, workflow analysis, and process mapping.
- Experience supporting network infrastructure, cybersecurity, or enterprise technology modernization projects.
- Experience or strong knowledge of technologies and concepts such as SD-WAN, SSE/SASE, Zero Trust Network Access (ZTNA), VPN technologies, and secure remote access.
- Experience with Network Access Control (NAC), authentication services, network access policies, or related identity and access technologies.
- Experience with Aruba ClearPass is highly preferred.
- Experience supporting operational readiness, transition to operations, service design, and development of support models and runbooks.
- Experience leading or supporting organizational change management activities, including change impact assessments, stakeholder engagement, communications, training, and adoption.
- Experience with vendor management and contract analysis.
- Familiarity with privacy, security, and regulatory compliance processes such as Security Threat and Risk Assessments (STRA) and Privacy Impact Assessments (PIA).
- Solid analytical, problem-solving, critical-thinking, and time-management skills.
- Excellent communication, facilitation, documentation, and stakeholder-management skills.
- Proficiency with Microsoft Visio, Excel, Smartsheet, Jira, and other project or requirements management tools.
- Ability to work collaboratively with technical teams, business stakeholders, project vendors, and operational teams while maintaining a vendor-neutral approach.
- Business Analysis certification such as CBAP, PMI-PBA, or a similar certification is preferred.
- Education and professional experience appropriate to a Senior-level Business Analyst engagement.
