The Thompson-Nicola Regional District is located in south-central British Columbia, with dozens rural and urban communities spread across 44,300 square kilometres. The TNRD provides more than 120 local government services to approximately 144,000 people in 10 Electoral Areas, 11 member municipalities, and 25 First Nations.

The TNRD is headquartered in the City of Kamloops, the largest community within the regional district. The Thompson-Nicola region has a vast range of climates that experience true four-season weather, with plenty of year-round sunshine, little rain, and warm summers. Residents generally have short commutes, easy access to recreation and the outdoors, and a high quality of life.

The Role

Reporting to the General Manager of Development Services, the Bylaw Enforcement Officer investigates complaints, conducts inspections, and promotes compliance with rural land use bylaws through education, collaboration, and enforcement. The position prepares reports, manages enforcement files, and works with the public, staff, and external partners to resolve bylaw issues and support safe, responsible land use throughout the region.

This position works within the TNRD's Development Services department and works closely with the Planning and Building Inspection teams, and the primary responsibilities include:

- Receive, review, interpret, investigate and respond to complaints and contravention files in relation to TNRD bylaws with a primary focus on the Zoning Bylaw, Noise Regulation Bylaw, and Unsightly Premises Bylaw.
- Follow through on compliance as appropriate.
- Prepare and maintain accurate enforcement records, correspondence, reports, and case files.
- Prepare reports, summaries, and correspondence related to enforcement activities.
- Enter,



update, and retrieve information using municipal software systems and databases.
- Guide and educate public in regards to voluntary compliance to bylaws.
- Recommend and administer enforcement options such as: remedial action order, information letter, Bylaw Notice and Adjudication Notice, evidentiary court submissions, and Board reports.
- Collaborate with internal departments to coordinate enforcement activities and support operations.
- Liaise with various TNRD staff and external stakeholders regarding enforcement, compliance, and public safety matters.
- Complete joint inspections with other TNRD staff when required including support of the Bylaw Enforcement Officer in Operations related to the Mandatory Recyclable Material Bylaw, Solid Waste Facility Bylaw, and Dangerous Dog Control Bylaw (excluding impounding).

- Navigate sensitive, complex, and potentially contentious situations using professionalism, tact, and conflict resolution skills.
- Maintain confidentiality and security of information in accordance with TNRD policies and legislative requirements.

- Other tasks as required.

Job Requirements

Required Education and Experience

- Completion of Grade 12 or equivalent
- Completion of Bylaw Compliance, Enforcement and Investigative Skills Level 1

- Minimum of 2 years’ recent, enforcement or field investigative experience
- Valid Class 5 Drivers Licence with a clean driving record

Required Skills and Abilities
- Understanding of a typical escalated enforcement situation vs. unacceptable risk

- Experience in general enforcement and providing evidence
- Excellent verbal and written communication skills
- Ability to mediate,



problem solve, and resolve conflicts
- Ability to deal tactfully with persons, community representatives, elected officials, and the public in the context of difficult and charged situations

- Investigative and analytical report writing skills
- Able to work independently, exercise discretion and sound judgement
- Able to determine personal and public risk and take the appropriate action

- Physically competent to complete duties
- Proficiency in using relevant software applications, including Microsoft Word, Outlook, Tempest, GIS, and others as required

The following is considered an asset:

- Completion of Bylaw Compliance, Enforcement and Investigative Skills Level 2
- Knowledge of local government operations and legislation.
- Knowledge of business licensing administration and regulatory permitting processes.

- Knowledge of enforcement and legal procedures, evidence gathering, and where to direct matters to the appropriate authority (e.g. ALR, ministries, IH, RCMP)
- Knowledge of bylaws, legislation, Board policies, and Corporate practices

This position requires a explicit Criminal Record Check and the submission of a driver's abstract. This position falls under the provisions of the Collective Agreement with the Canadian Union of Public Employees, Local 900.

The placement of the Bylaw Enforcement Officer is at Pay Grade 8, which is $2,772.99 - $3,207.89/biweekly [2025 rates].
