Civil Engineer (Professional of Record – Electrical Distribution)
Job Background & Summary
Actalent Services is a growing engineering consulting organization with a strong presence in Western Canada supporting utility infrastructure projects. We are seeking a highly experienced Intermediate or Senior Civil Engineer (P.Eng.) to serve as the Professional of Record (PoR) for civil engineering deliverables supporting BC Hydro electrical distribution projects.
This position is responsible for providing technical leadership, engineering oversight, and professional accountability for civil engineering designs associated with underground electrical distribution infrastructure. The successful candidate will ensure compliance with BC Hydro standards, municipal requirements, applicable codes, and EGBC professional practice obligations.
The role is primarily focused on underground electrical utility infrastructure and requires proven experience delivering civil engineering designs for electrical distribution systems.
This position operates under a hybrid work model subject to company changes and policies.
Successfully passing Drug & Alcohol Screening is a requirement for this role.
Qualifications and Experience:
- Bachelor’s Degree in Civil Engineering from an accredited university.
- Registered Professional Engineer (P.Eng.) in good standing with Engineers and Geoscientists BC (EGBC).
- Previous experience acting as Civil Engineer of Record or Professional of Record on BC Hydro projects.
- Minimum five (5)
years of demonstrated civil engineering experience supporting electrical distribution utility infrastructure projects.
- Minimum five (5) years of direct experience in the design and delivery of underground electrical distribution civil works.
- Demonstrated experience applying BC Hydro standards, specifications, and utility engineering requirements.
- Experience coordinating with municipalities, permitting authorities, contractors, and utility stakeholders.
- Proficiency using AutoCAD Civil 3D and Microsoft Office Suite.
- Solid understanding of civil construction practices associated with underground utility installations.
- Strong written and verbal communication skills.
- Valid Class 5 BC Driver's License (or provincial equivalent).
Demonstrated Experience:
- Underground duct banks.
- Utility trenches and cable routing infrastructure.
- Utility trenches less crossings and trench less ducts.
- Electrical vaults and manholes.
- Transformer foundations.
- Switchgear and equipment foundations.
- Roadway and utility crossings.
- Retaining structures associated with utility projects.
- Underground utility coordination and conflict resolution.
- Experience supporting BC Hydro Distribution Capital Programs.
- Experience preparing sealed engineering deliverables.
- Experience performing field reviews and construction support services.
- Working knowledge of MMCD standards and municipal permitting processes.
Job Responsibilities
- Serve as Professional of Record for civil engineering deliverables associated with electrical distribution utility projects.
- Review, approve, and seal engineering designs in accordance with EGBC requirements.
- Lead civil engineering design activities for underground electrical distribution infrastructure.
- Perform engineering calculations, design reviews, and constructability assessments.
- Ensure designs comply with BC Hydro standards, municipal requirements, applicable codes, and industry best practices.
- Prepare and review engineering reports, technical memoranda, permit submissions, and design criteria documents.
- Oversee designers and junior engineers engaged in project delivery.
- Conduct quality assurance and quality control reviews of drawings, calculations, and project documentation.
- Coordinate with BC Hydro representatives, municipalities, regulatory agencies, contractors, and project stakeholders.
- Provide technical support during construction, including field reviews and responses to requests for information.
- Support project planning, scheduling, cost estimating, and risk management activities.
- Participate in project meetings and technical reviews as required.
- Travel within British Columbia as required to support project needs.
